Major General Tran Minh Tuan delivered the opening speech of the training course.

In his opening speech, Major General Tran Minh Tuan, Deputy Director of the Institute of Defense Strategy, emphasized that defense cooperation is identified as an important pillar of the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos, which is regularly directed by the leaders of the two countries' Ministries of Defense. Training and fostering cadres of the Lao People's Army in general and the Department of Military Science and History/Lao Ministry of Defense in particular is one of the particularly important political tasks of the Institute of Defense Strategy.

During the one-month training period, officers from the Department of Military Science and History/Lao Ministry of National Defense will study and research theories combined with practice, and exchange on strategic issues in the defense field. The training content focuses on fostering, improving qualifications, and sharing research methods on defense strategies and military strategies between the two armies.

Major General Tran Minh Tuan expressed his hope that the officers of the Department of Military Science and History/Lao Ministry of National Defense will overcome all difficulties, focus on their efforts to best perform the training tasks according to the determined program; at the same time, increase exchanges and share experiences in leadership, command, management, and research with lecturers and researchers of the Institute of National Defense Strategy as well as agencies and units that will come to conduct field research, thereby contributing to enhancing mutual understanding and trust between the two countries' armies.
