Speaking at the meeting, Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, reported on the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030 (Project 06).

Detailed assessment of implementation status
According to Senior Lieutenant General Nguyen Van Long, the outstanding results in recent times are: The Ministry of Public Security has analyzed population data by province to serve the purpose of giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, 2025, and propagandized people to integrate social security accounts and open bank accounts through the VNeID application. To date, over 326.8 billion VND has been paid through accounts.

Activated over 65 million VNeID level 2 accounts; issued over 716 thousand identification records for agencies and organizations. In addition to many things that have been done, Deputy Minister Nguyen Van Long said that the implementation of Project 06 still has some limitations. Therefore, recently, on September 21, Senior General Luong Tam Quang, Minister of Public Security, Head of the Project 06 Working Group signed and issued Document No. 4257 to the leaders of ministries, branches and localities, giving a detailed assessment of the implementation status of the delayed tasks of the units, especially the task of building the database.
"We must frankly acknowledge the existing problems and limitations to be determined to overcome them; many of the limitations have been lasting for a long time and have been slow to be resolved; there are new problems that have arisen but have not been proactively resolved in a timely manner," Deputy Minister Nguyen Van Long emphasized.
The Deputy Minister listed the shortcomings and limitations as follows: Most units have not yet developed and issued documents regulating the responsibility for creating, updating, exploiting, connecting, and sharing data, ensuring that it is "correct, sufficient, clean, alive, unified, and shared". As of September 19, 2025, ministries and branches have not signed contracts with consulting units to prepare projects. In many localities, people still have to present unnecessary certified copies.
Some ministries and sectors have systems approved for level 3 but still lack security equipment and solutions (Ministry of Ethnic Minorities and Religions, Government Inspectorate ). This leads to systems that meet level 3, but data leaks still occur (such as the incident with the State Bank's credit information system).
The IT infrastructure of ministries and branches does not have a comprehensive, centralized, and unified architecture; there is no shared platform and centralized data, leading to wasteful duplicate investment.
The Deputy Minister of Public Security said that there are three reasons for these shortcomings. These are: The assignment of tasks is not clear, leading to overlap and laxity of responsibilities; Supervision, inspection and supervision work is still formal, mainly based on paper reports, lacking a substantive inspection mechanism; Lack of effective coordination mechanism, coordination within ministries, branches and between ministries, branches and localities is still weak, there is still a mentality of fear of responsibility and pushing work.
'Correct, sufficient, clean, alive, unified, shared'
In the coming time, Senior Lieutenant General Nguyen Van Long requested ministries, branches and localities to closely follow and implement Notice No. 44, dated September 12, 2025 on the conclusion of the meeting of the Central Steering Committee's leaders; Directive 24 dated September 13, 2025 of the Prime Minister, thereby developing detailed plans and roadmaps to complete slow-progressing tasks, assigning specific responsibilities to each unit and individual; at the same time, register goals, tasks and solutions to implement Project 06 for the 2025-2030 period.
Ministries and branches urgently issue documents according to their authority on the responsibility of creating, updating, exploiting, connecting, and sharing data, ensuring that it is "correct, sufficient, clean, alive, unified, and shared". Issue or advise competent authorities to issue regulations on attaching personal and organizational identification codes to all documents related to individuals and organizations to ensure uniqueness and legal value.
For 12 national databases, essential in Plan 02 and 105 databases under Resolution 71 assigned to be completed in 2025, ministries and branches shall carefully evaluate, if any item is beyond their capacity, report and propose to the Central Steering Committee and the Government for consideration and decision. Regarding administrative procedures, Ministries, branches and localities restructure processes, coordinate with the Ministry of Public Security to review, evaluate and reduce the number of documents for documents that have been integrated on VNeID and data being exploited from ministries and branches; digitize the results of administrative procedure settlement and display them on VNeID; study and propose the implementation of a centralized administrative procedure management system model at the central level, reducing the localization of administrative procedures.
The Ministry of Public Security has provided training materials and curriculum to ensure information security. Ministries, branches and localities have organized training on the Digital Popular Education platform, striving to cut 50% of traditional training costs. Ministries, branches and localities have coordinated with the Ministry of Public Security to deploy solutions to control terminal devices and solutions to authenticate users accessing the system.
Regarding funding, units review needs, build investment portfolios, estimate costs to deploy shared platforms, databases and register capital. The Government should monthly criticize and review the responsibilities of heads of units when tasks are delayed or late.
Regarding specific tasks for some ministries and branches, the Ministry of Science and Technology is requested to guide ministries and branches in building a shared platform and investment items for digital transformation. Complete the lock-down of unidentified mobile subscribers by September 2025.
