Landslides and subsidence pose a potential risk of canal bank collapse.
The Ngu Huyen Khe irrigation system originates in Dong Anh commune (Hanoi city) and flows through the communes and wards of Bac Ninh province: Phu Khe, Yen Phong, Tam Da, Vo Cuong, Kinh Bac, emptying into the Cau River at Dang Xa sluice gate, with a total length of 33 km. This is an important irrigation and drainage axis for agricultural production, daily life, and urban areas in the river basin. Its function is to channel water from the Duong River to irrigate agricultural land along both banks, while also draining floodwaters into the Cau River.

The topography of the Ngu Huyen Khe irrigation system is divided into two distinct areas: the upstream area, belonging to Dong Anh and Thu Lam communes ( Hanoi city), covers approximately 8,900 hectares with irrigation elevations ranging from 6.50 to 11.0 m, commonly 8.0 m; the downstream area, belonging to Phu Khe, Yen Phong, Tam Da, Vo Cuong, and Kinh Bac communes/wards of Bac Ninh province, covers approximately 9,600 hectares with elevations ranging from 2.2 m to 7.5 m, commonly 3.0 m. Due to the topographic difference of up to 5 m between the upstream and downstream areas, heavy rainfall results in a large volume of water flowing downstream, easily causing flooding and landslides along the canal banks and slopes.
Due to the influence of the circulation of Typhoon No. 11 in 2025, floodwaters on the Cau River exceeded alarm level III, surpassing the drainage elevation at the Dang Xa sluice gate. This pushed water levels in the Ngu Huyen Khe irrigation system higher, threatening the safety of the structure. After the floodwaters receded, the Bac Duong Irrigation Works Exploitation Company Limited recorded 19 locations of canal bank erosion, totaling nearly 700 meters in length, in the communes of Yen Phong, Tien Du, and Tam Da; many eroded sections were 60-75 meters long. Although temporary measures such as bamboo stakes, sandbags, and tarpaulin coverings have been implemented to limit rainwater runoff, the system still poses a risk of landslides and canal bank collapse if not thoroughly repaired before the 2026 rainy season, directly affecting the safety of the structure as well as the lives and property of residents in the basin.
We are determined to complete the project on time.
To address the problems and consequences of natural disasters in 2025, ensure dike safety for the 2026 rainy season and traffic safety, and contribute to the socio -economic development of the localities, the Provincial People's Committee has issued an emergency construction order to address 19 landslide locations along the Ngu Huyen Khe canal in Tien Du, Tam Da, and Yen Phong communes. The project has a total investment of 320 billion VND, focusing on hardening the embankment slopes and concreting the canal banks, aiming to complete all items before June 15, 2026.

Mr. Nguyen Van Ty, Acting Chairman of Bac Duong Irrigation Works Exploitation One-Member Limited Liability Company (the project investor), said that recognizing the importance of the project for disaster prevention and control, the unit had promptly completed the bidding procedures, selected the design and construction contractor, and coordinated with the local authorities to hand over the land for construction starting from the beginning of January 2026.
These days, taking advantage of favorable weather conditions, construction is proceeding at the Ngu Huyen Khe canal embankment landslide remediation site with great urgency. To complete all 19 critical locations before June 15th, the joint venture of Hai Duong Irrigation Company and Bac Ninh Construction Company has mobilized maximum specialized machinery and 50 workers in shifts, organizing continuous construction. Mr. Nguyen Van Thanh, representing the construction unit, stated: "Immediately after receiving the site handover in mid-January, we deployed 5 hydraulic presses and 16 excavators. To date, the contractor has completed excavation for the pile foundation and driven 1,000 out of 2,500 prestressed concrete piles. With this progress, the project can be completed on time, promptly serving disaster prevention and control efforts in 2026.”
In parallel with directing contractors to accelerate progress, Bac Duong Company also regularly sends staff to the construction site to supervise the quality, technical and aesthetic aspects of the project. At the same time, it requires contractors to speed up construction to the highest possible level, determined to complete the project on time to protect the lives and property of the people in the river basin. In particular, this will effectively support disaster prevention and control efforts in 2026 and subsequent years.
