Urgently strengthen the Traffic Safety Committee to avoid interruption of operations

The Government Office has just sent a document to the Minister of Public Security, Chairman of the National Traffic Safety Committee and Chairmen of People's Committees of provinces and centrally run cities on the consolidation of local Traffic Safety Committees and the implementation of a two-level local government model.

According to the content of the document, the organization and arrangement of the State administrative apparatus towards streamlining and effective and efficient operations is being carried out according to the policies of the Party and the State.

Based on the report of the National Traffic Safety Committee in Document No. 109/UBATGTQG dated June 26, 2025 on the organization of activities of local Traffic Safety Committees in the new model, Deputy Prime Minister Tran Hong Ha, Chairman of the National Traffic Safety Committee, gave specific instructions.

The Deputy Prime Minister assigned the Ministry of Public Security to urgently complete and report to the Prime Minister the Project to perfect the National Traffic Safety Committee to ensure consistency, continuity and conformity with the new government organization model, avoiding interruptions in directing and coordinating activities to ensure traffic safety and order nationwide.

During the time when the National Traffic Safety Committee has not been completed, the Chairman of the People's Committee cum Head of the Traffic Safety Committee of the provinces and centrally-run cities is required to continue maintaining the operation of the provincial Traffic Safety Committee according to current regulations. The provincial Traffic Safety Committee needs to proactively organize and implement activities to ensure traffic order and safety in accordance with the actual conditions in the locality, with full inter-sectoral coordination functions.

Notably, localities are assigned to proactively consider and decide on the plan to organize the Provincial Traffic Safety Committee Office. This office can be permanently staffed by a department-level focal point such as the Department of Construction, Department of Transport, Provincial/City Police, People's Committee Office or other appropriate functional agencies.

For commune and ward levels, local authorities are allowed to temporarily regulate the functions, tasks, powers, and organizational structure of the Commune Traffic Safety Committee, in order to inherit and ensure the full implementation of the functions of the previous District Traffic Safety Committee. The Chairman of the Commune and Ward People's Committee is responsible for directing the organization of the Commune Traffic Safety Committee and issuing temporary operating regulations, clearly identifying the standing agency to ensure that the chain of task implementation from the Central to the grassroots level is not interrupted.

Along with that, the Chairman of the People's Committee and Head of the Traffic Safety Committee at the provincial/municipal level is responsible for directing the commune/ward level to urgently complete the organization of the grassroots Traffic Safety Committee according to the temporary plan to ensure effective management and coordination of traffic safety work in the area. The National Traffic Safety Committee coordinates with localities to monitor and synthesize implementation results, promptly report to the Prime Minister on difficulties and problems arising and propose appropriate solutions during the implementation process.
