Expeditiously implement key railway projects.

VTV.vn - This afternoon (January 31), Prime Minister Pham Minh Chinh chaired the 6th meeting of the Steering Committee for National Key Projects in the Railway Sector.

Since the 5th session, the Steering Committee has closely followed the Politburo 's directives and implemented tasks very urgently. The Prime Minister assigned 36 tasks, of which 10 have been completed and 17 are currently being implemented on a regular basis, including submitting many important decrees to the Government for promulgation; Ho Chi Minh City has commenced the construction of the Ben Thanh - Tham Luong urban railway line No. 2 project.

Concluding the meeting, Prime Minister Pham Minh Chinh commended the ministries, localities, and businesses for their active participation and implementation of assigned tasks. He also requested relevant entities to continue proactively carrying out their work within their authority, in the spirit and action directives of the 14th National Congress. In particular, localities and EVN should continue to urgently implement land clearance, compensation, support, and resettlement work with a proactive, positive, and effective approach, prioritizing the people and ensuring their legitimate rights and interests, striving to ensure that people's new homes are better than their old ones.

In addition, the Prime Minister emphasized the need to encourage localities to propose railway projects and act as the managing agency for these projects. Ministries, agencies, and localities should review and supplement all processes, regulations, procedures, standards, and norms in accordance with the law and exercise their authority correctly during the implementation of projects, demonstrating the highest level of responsibility.

The Prime Minister also directed specific tasks to accelerate the progress of the Lao Cai - Hanoi - Hai Phong route, emphasizing proactive funding and saving 5% of recurrent expenditure on this project annually.

Regarding the Hanoi-Lang Son and Hai Phong-Mong Cai railway lines, the Prime Minister requested the urgent completion of planning with a century-long vision, determining the route in the straightest possible direction.

Regarding the North-South high-speed railway project, the Prime Minister directed that regulations be applied to expedite implementation, including completing the feasibility study report no later than the fourth quarter of 2026, while simultaneously carrying out other tasks; urgently proposing the selection of technology and investment methods with multiple options, finding the best solution, encouraging private investment, ensuring scientific rigor, transparency, national interests, and combating corruption and negative practices. Regarding funding sources, the Prime Minister requested continued research into state capital, loans, savings from expenditures, increased revenue, and bond issuance.

Regarding urban railway projects, the Prime Minister directed Hanoi and Ho Chi Minh City to proactively implement routes within their jurisdiction, ensuring progress and quality. The Ministry of Construction and the Ministry of Science and Technology, in coordination with the two localities, were instructed to urgently research and issue national technical standards for urban railways; and at the same time, to study the planning and implementation of subway projects.

Prime Minister Pham Minh Chinh instructed the Ministry of Finance to finalize the restructuring plan for the Vietnam Railways Corporation and submit it to the Prime Minister for decision, to be completed in February. Regarding human resources, the Ministry of Construction, in coordination with the Ministry of Education and Training and state-owned corporations and enterprises, will clearly identify training needs and propose specific training budgets.
