Adhering closely to the Party's guidelines and policies, the State's laws and regulations, and the resolutions, directives, and conclusions of the Central Party Committee, the Politburo , and the Secretariat, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has, in recent times, closely coordinated with State agencies and member organizations to propagate, mobilize, and widely gather all strata of the people, promoting the people's right to self-governance, creating consensus and social stability, especially in implementing the policy of consolidating and merging provinces, communes, and wards to implement the two-tiered local government model; streamlining organizations, apparatuses, and personnel, creating a favorable environment for the comprehensive, strong, and sustainable development of the country.
Creating a vibrant atmosphere of emulation leading up to the country's important events.
According to Ms. Ha Thi Nga, Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front , in 2025, the patriotic emulation movements and major campaigns launched and organized by the Vietnam Fatherland Front have contributed to creating a vibrant atmosphere of emulation towards important national events, leaving positive imprints on society.
Notably, the "Great Solidarity" housing construction campaign contributed to the success of the nationwide program to eliminate temporary and dilapidated houses, and called for support for people to overcome the consequences of storms and floods.
The National Unity Day has become an annual event, organized in over 81,000 residential areas, reaching over 90% participation, with more than 38.2 million attendees. To date, each community has implemented a model for building a self-governing, united, prosperous, and happy residential area.
In particular, the Fatherland Front at all levels has systematically carried out the work of meeting, dialogue, and listening to the thoughts and aspirations of voters and the people; over 20,000 opinions and suggestions from voters and the people have been compiled and reflected at the sessions of the National Assembly .

Social monitoring and criticism are carried out regularly within the system with many highlights such as: thematic monitoring on the implementation of laws on citizen reception and handling of complaints and denunciations by the Chairpersons of People's Committees at all levels nationwide; monitoring of officials, Party members and personnel work; monitoring and improving the effectiveness of handling complaints and denunciations at the grassroots level; organizing monitoring teams to handle some complex and protracted complaint and denunciation cases.
The Vietnam Fatherland Front also coordinates with agencies of the National Assembly, the Standing Committee of the National Assembly, and the Supreme People's Procuratorate to conduct thematic supervision activities; guide and inspect local Fatherland Fronts in implementing laws on grassroots democracy; and oversee the activities of the People's Inspection Committee and the Community Investment Monitoring Committee.
The Fatherland Front system has organized consultations on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution, with over 6,000 conferences held and over 51 million comments submitted.
In the context of reorganizing the administrative apparatus and operating the two-tiered local government system, the Standing Committee of the Central Committee of the Vietnam Fatherland Front and political and social organizations have proactively implemented the 2025 monitoring and critical review plan, promptly adjusting the content and methods of monitoring to suit the practical situation.
As of November 2025, the Central Committee of the Vietnam Fatherland Front and socio-political organizations had conducted reviews of 11 draft laws and provided feedback on more than 90 draft legal documents.
The Vietnam Fatherland Front system at all levels coordinated the implementation of over 2,500 monitoring activities and more than 15,000 social critique activities regarding draft legal documents, regulations, programs, and projects in localities. Many opinions and recommendations following monitoring and critique have been compiled and incorporated.
Notably, the Central Committee of the Vietnam Fatherland Front has developed a software system for managing social monitoring and criticism, and compiling opinions and recommendations from the people on the "Digital Front Portal," enabling the people to participate genuinely and regularly in the process of formulating, implementing, and monitoring the policies and decisions of the Party and the State.
Simultaneously implement the "Month of Listening to the People" in 2026.
2026 marks the beginning of a new phase in the country's development. The Vietnam Fatherland Front, political and social organizations, and member organizations will continue to coordinate and unify their actions to implement several key solutions: Focusing on studying, understanding, and implementing resolutions, directives, and conclusions of the Central Committee, the Politburo, and the Secretariat of the Central Committee of the Party.
Among these, the focus is on disseminating and concretizing the strategic resolutions of the Politburo to develop the country in the new era, and continuing to effectively implement Resolution No. 43 of the Eighth Plenum of the Central Committee of the 13th Party Congress on continuing to promote the tradition and strength of national unity, building our country to be increasingly prosperous and happy.

Simultaneously, the Vietnam Fatherland Front and its member organizations continue to innovate and improve the quality of patriotic emulation movements and campaigns, including the "Skilled Mass Mobilization" movement, in preparation for the 14th National Congress of the Party; promptly care for and protect the legitimate rights and interests of the people, union members, and association members; support and assist the poor and vulnerable groups; and effectively participate in social welfare work. They also focus on improving the quality and effectiveness of social supervision and criticism in a proactive, early, democratic, objective, and focused manner, concentrating on areas and issues of public concern.
The next task is to further enhance the role and participation of Front members, the intellect and experience of experts, scientists, advisory councils, influential figures, religious leaders, and Vietnamese people living abroad.
Ensure the public disclosure and transparency of monitoring results; exercise the rights and responsibilities of the Vietnam Fatherland Front in preparing for and contributing to the successful organization of the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term.
Political and social organizations proactively participate in and monitor interactions and dialogues with the people by heads of Party committees and government at all levels, as well as the implementation of action programs by National Assembly deputies.
Pay close attention to, monitor, and participate in handling and resolving complex and protracted disputes and complaints among the people.
Specifically, in 2026, the "Month of Listening to the People" will be simultaneously implemented in all localities and grassroots levels; pilot models for social dialogue will be built in all provinces and cities; and an independent assessment of the provincial-level social trust index will be conducted to improve the quality of reports summarizing the opinions and recommendations of voters and people nationwide.
In addition, it is necessary to strengthen the application of information technology and digital transformation in monitoring and supervising the acceptance of opinions and recommendations from the Vietnam Fatherland Front.
Persistently monitoring and supervising the implementation of opinions and recommendations from the people and the Vietnam Fatherland Front.
