With prompt and thorough preparation in all aspects, right from the first working days after the reorganization, merger, and operation of the new administrative model, Vinh Hung commune quickly streamlined its organizational structure, ensuring synchronized and smooth operation. The commune's officials and civil servants carried out their tasks with renewed enthusiasm and high determination to best serve the people.

Walking along the main roads of Vinh Hung commune, the sight of red flags with yellow stars fluttering in front of each house partly reflects the faith, excitement, and great expectations of local officials, Party members, and people in a new phase of development for their homeland and country.

Vinh Hung commune was established by merging three administrative units at the commune level: Nghia Hung, Yen Lap, and Dai Dong. After the merger, the commune has a natural area of ​​18.7 km2 and a population of over 38,800 people. With a larger development space, convenient transportation system, and geographical location adjacent to the major trading center of the region, Tho Tang commune, Vinh Hung commune will have the conditions to develop its potential and strengths, especially in the development of trade and services. At the same time, it will create favorable conditions for the commune to effectively utilize resources for infrastructure development, improve the quality of services for the people, and promote balanced socio -economic development, ensuring the requirements and orientation for rapid and sustainable development in the new period.

Following directives from the Central and Provincial authorities, and with a short but urgent preparation period, Vinh Hung commune promptly ensured all necessary conditions were met to begin operations on July 1st. Joining the vibrant atmosphere of the entire province, Vinh Hung quickly streamlined its organizational structure, arranged a lean team of officials and civil servants, and clearly assigned responsibilities; all administrative and public service activities were ensured to operate synchronously and smoothly.

On the very first day of operation under the new model, Vinh Hung organized the Standing Committee Meeting of the Party Committee and the Executive Committee Meeting of the commune's Party Committee; the first term of the Commune People's Council also held its first session, consolidating key leadership positions and completing the apparatus of the People's Council and the Commune People's Committee according to regulations. To create high consensus, the commune government organized conferences to disseminate information and understand the thoughts of cadres and Party members. Commune leaders spent time visiting the grassroots, going to residential areas to understand the production and living conditions of the people, and promptly encouraging, sharing, and resolving difficulties.

At the Public Administrative Service Center, the atmosphere was bustling from early morning with officials and citizens coming to handle administrative procedures. With the motto "Taking the satisfaction of the people as the measure," the commune prioritized allocating resources to prepare the necessary facilities and equipment for the Center.

Comrade Nguyen Thanh Hung - Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune, said: “We are reviewing and making maximum use of equipment from the merged communes to promptly supplement the Center. In addition, the information technology infrastructure and data linkage software have been upgraded and synchronized, ensuring transparent and timely receipt, processing, and delivery of results. The commune proactively developed a detailed plan, reviewed the entire administrative procedure resolution process, and clearly assigned responsibilities to each official and department. Officials with solid professional experience, good communication skills, and exemplary moral character were selected to work at the Center. With the spirit of being close to the people to serve them, the commune requires each official and civil servant to always listen, proactively resolve difficulties and obstacles of the people, especially in the early days of the merger; ensuring that administrative procedures are resolved quickly and transparently, without making people wait long.”

Mr. Nguyen Van Ly, a specialist in charge of Justice and Civil Registry at the Public Administrative Service Center, said: “Thanks to the attention of leaders at all levels, the facilities, equipment, and information infrastructure at the center have been comprehensively equipped, ensuring good service for receiving citizens and resolving administrative procedures for the people. Previously, we participated in training on using the new software for resolving administrative procedures, so we quickly adapted to the work. After the merger, the commune is larger, the population is greater, and the volume of administrative procedures to be resolved will also increase, with higher requirements. Therefore, I and each official of Vinh Hung commune are determined to uphold the spirit of service, thoroughly understand the procedures, work scientifically ; actively study and improve professional skills, especially in applying digital technology to our work tasks to improve the quality and efficiency of our work...”

Expressing her enthusiasm, confidence, and expectations for the future development of the locality, Ms. Ngo Thi Van, a resident of Hac Dinh area, shared: “Previously, many administrative procedures had to go through multiple levels, taking a lot of time. Now, with the organization of the two-tiered local government model, officials are closer to the people, understanding their thoughts and aspirations more quickly. This is evidenced when I came to the Commune Public Administrative Service Center to do administrative procedures; I found the facilities to be spacious and modern; procedures were processed quickly, and the officials provided dedicated guidance, so I am very satisfied.”

With the determination of the cadres and Party members, and the trust, consensus, and support of the people, Vinh Hung commune will continue to achieve important accomplishments in the new development phase, contributing to the overall development of the entire province.
