Walking on the main roads of Vinh Hung commune, the image of red flags with yellow stars fluttering in front of each house partly shows the belief, excitement and great expectations of local cadres, party members and people in a new development stage of their homeland and country.
Vinh Hung commune was established on the basis of merging 3 commune-level administrative units: Nghia Hung, Yen Lap and Dai Dong. After the merger, the commune has a natural area of 18.7 km2, a population of more than 38,800 people. With a larger development space, a convenient transportation system and a geographical location adjacent to the major commercial center of the region, Tho Tang commune, it will be a condition for Vinh Hung commune to promote its potentials and strengths, especially in the development of trade and services. At the same time, it will create favorable conditions for the commune to effectively use resources for infrastructure development, improve the quality of service to the people, promote socio -economic development in an even manner, ensuring the requirements and orientation of rapid and sustainable development in the new period.
Implementing the direction of the Central and the province, in just a short time of urgent preparation, Vinh Hung commune urgently ensured the conditions to start operating from July 1. In harmony with the bustling atmosphere of the whole province, Vinh Hung quickly completed the organizational structure, arranged the staff and civil servants to be streamlined, clearly assigned responsibilities; all administrative and public service activities ensured synchronous and smooth operation.
On the very first working day of the new model, Vinh Hung organized the Party Committee Standing Committee Conference, the Party Executive Committee Conference of the commune; the People's Council of the first term also held the first session, perfecting the key leadership positions, completing the People's Council and People's Committee apparatus according to regulations. In order to create high consensus, the commune government organized conferences to disseminate and grasp the thoughts of cadres and party members. The commune leaders spent time going to the grassroots, to residential areas to grasp the production situation and people's lives, promptly encouraging, sharing, and removing difficulties.

At the Public Administration Service Center, from early morning, the working atmosphere of officials and people coming to handle administrative procedures was bustling. With the motto "Taking people's satisfaction as a measure", the commune has prioritized allocating resources to prepare necessary facilities and equipment for the Center.
Comrade Nguyen Thanh Hung - Deputy Secretary of the Party Committee, Chairman of the Commune People's Committee said: "We have reviewed and made the most of equipment from the merged communes to promptly supplement the Center. In addition, the information technology infrastructure system and data connection software have also been upgraded and synchronized, ensuring the reception, settlement and return of results transparently and on time. The commune proactively built a detailed plan, reviewed the entire administrative procedure settlement process, and clearly assigned responsibilities to each cadre and each department. Cadres with solid professional experience, good communication skills, and exemplary moral qualities were selected to work at the Center. With the spirit of being close to the people to serve the people, the commune requires each cadre and civil servant to always listen and proactively resolve difficulties and problems of the people, especially in the first days of the merger; ensure that administrative procedures are settled quickly and transparently, without making people wait long".
Mr. Nguyen Van Ly, specialist in charge of the Judicial - Civil Status sector of the Public Administration Service Center, said: “With the attention of leaders at all levels, the facilities, equipment, and information infrastructure at the center have been equipped synchronously, ensuring good service for the work of receiving people and handling administrative procedures for the people. Before that, we had participated in training on using the new administrative procedure handling software, so we quickly got up to speed with the work. After the merger, the size of the commune is larger, the population is larger, the volume of administrative procedures that need to be handled will also increase, and the requirements will also be higher. Therefore, I and every officer of Vinh Hung commune are determined to uphold the spirit of service, grasp the process, work scientifically ; actively study and improve professional skills, especially in applying digital technology to work tasks to improve quality and work efficiency...
Expressing her excitement, confidence and expectations for the local development in the coming time, Ms. Ngo Thi Van, a resident of Hac Dinh area, shared: “Previously, many administrative procedures had to go through many levels, taking a lot of time. Now, with the organization of a two-level local government model, officials are closer to the people, grasping their thoughts and aspirations faster. This is proven when I went to the Commune Administrative Service Center to do administrative procedures, I saw spacious and synchronous facilities; procedures were resolved quickly, and officials gave enthusiastic instructions, so I was very satisfied.”
With the determination of the staff, party members and the trust, consensus and support of the people, Vinh Hung commune will continue to achieve important achievements in the new development stage, contributing to the overall development of the whole province.
