Xã Mường Khương (tỉnh Lào Cai) đã di dời khẩn cấp 31 hộ, 138 nhân khẩu để chủ động phòng tránh trước khi bão số 11 ảnh hưởng vào địa bàn.

Faced with the forecast of complicated developments of storm No. 11, causing heavy rain, strong winds and a high risk of landslides and flash floods in mountainous areas, the Party Committee and People's Committee of Muong Khuong commune have urgently and resolutely deployed synchronous response solutions.

A series of directive documents have been issued by the Standing Committee of the Commune Party Committee, requiring heads of Party committees, heads of agencies and units in the commune not to be subjective or negligent, but to focus on responding to storm No. 11 and floods, landslides, flash floods, and landslides; to directly lead, direct, regularly organize monitoring, update, and grasp the developments of the storm and the local situation, review and update plans to be ready to deploy response measures.

Comrade Giang Seo Van, Secretary of the Muong Khuong Commune Party Committee, said: The commune mobilized the maximum force and means of agencies, organizations and people to participate in responding to storm No. 11. At the same time, the commune urgently overcame landslides on rural roads affected by the recent storm No. 10. All construction works, especially those near streams, talus areas, slopes, etc., were reviewed, inspected and measures were taken to reinforce, cover, and ensure the safety of works, machinery, equipment and workers' lives. Forces, means, and equipment were also prepared in key, vulnerable areas, at risk of being isolated, to promptly approach and deploy rescue operations as soon as a bad situation occurred.

Va Thang village has 53 households in the danger zone that need to be evacuated from areas at risk of landslides and rolling rocks. Muong Khuong Commune People's Committee has directed functional forces and specialized departments, commune organizations to visit each household to propagate and mobilize people to proactively evacuate. Temporary evacuation sites are arranged at relatives' houses and the old Tung Chung Pho commune headquarters.

Because of the commune's propaganda, every time there is a storm announcement, the family moves to stay with relatives or a safe place arranged by the commune.

Mr. Po Chin Sai, Head of Chung Chai B village, said: Chung Chai village is one of the villages with a very high risk of landslides, so every time there is an announcement about storms, he propagates and mobilizes people to temporarily move to safe places to take shelter.

It is known that the Muong Khuong Commune Party Committee has assigned 10 working groups to be in charge of each locality, including members of the Commune Party Executive Committee and Standing Committee of the Commune Party Committee, to closely follow the grassroots, grasp the weather developments and storms. The working groups coordinate with the Commune Civil Defense Command to guide people to reinforce their houses, protect their property, harvest crops early, and move livestock to safe shelters.

The commune also notified each household living in areas at risk of landslides and flash floods to proactively check and review their surroundings, promptly detect unusual and dangerous signs for proactive evacuation. The commune also deployed a plan to support temporary accommodation, food, and necessities for people who had to evacuate. The commune established 2 working groups to mobilize forces and means to help households in areas at risk of landslides to evacuate urgently, with a total of 33 households and 138 people (Va Thang village has 11 households with 42 people, Chung Chai B village has 21 households with 91 people, Na Day village has 1 household with 5 people)...

Regarding the response force, Muong Khuong commune mobilized 259 people to participate in combat, including military forces, police, grassroots security, village team leaders, youth union, women's union, health care, Fatherland Front and other organizations. These forces were divided into small groups, ensuring timely rescue according to the "4 on-site" motto: on-site command, on-site force, on-site means, on-site logistics.

On October 6, the Party Secretary and the Chairman of the Commune People's Committee went directly to villages with steep terrain and weak ground such as Va Thang, Chung Chai B, Na Day... to direct storm prevention and control work and check plans to evacuate people to safe places.

Previously, Muong Khuong commune proactively deployed a plan to respond to storm No. 10, including mobilizing forces to help households repair and reinforce houses, and harvest agricultural products early according to the motto "green house is better than old field"; reinforcing roads, bridges, irrigation works... According to statistics, the circulation of storm No. 10 only damaged some areas of corn, bananas, traffic works, irrigation works... The total estimated value of damage in the commune is nearly 127 million VND. "However, we should not be subjective or negligent because of that, it is a valuable lesson for us in preventing, combating, and mitigating natural disasters, especially storm No. 11" - comrade Giang Seo Van said.

In the midst of difficulties and challenges, the spirit of solidarity and proactiveness of the Party Committee, government and people of Muong Khuong commune was once again affirmed. The drastic and synchronous participation of the entire political system has contributed to ensuring safety for the people, minimizing damage caused by natural disasters, contributing to maintaining stability in life, developing the economy - society, ensuring national defense and security in the area.
