In June 2020, Comrade Nguyen Duy Thanh was assigned and transferred to Dan Chu commune (Tu Ky district) to assume the position of Secretary of the Commune Party Committee. As the Deputy Head of the Propaganda Department of the Tu Ky District Party Committee, he faced numerous difficulties. The biggest challenge was the new environment, his lack of understanding of the locality, and the working habits and practices of the cadres and Party members in the new unit. In addition, the lack of accommodation and meals in the commune also affected his daily life and work. “The change in work duties and management methods from the district level to the commune level, especially since I am not a local, inevitably presented difficulties and challenges. Because I am not a local, I cannot be as familiar with the practical situation, have a comprehensive overview, or understand the unique advantages and characteristics of the area as a local,” Comrade Thanh said.
According to the Tứ Kỳ District Party Committee's Organizing Department, currently only Dân Chủ commune in the district has implemented the policy of having a non-local Party Secretary at the commune level. The implementation has encountered several difficulties. The most significant is the reluctance of those being transferred or reassigned to change positions, their fear of moving far, and some areas' unwillingness to accept key officials from other places. In addition, the living conditions and working arrangements for key officials who are not from the local area also pose an obstacle.
Kim Thanh District is currently one of the few units that has not yet implemented the policy of appointing non-local Party Secretaries at the commune level. According to Mr. Tran Van Hung, Head of the Kim Thanh District Party Committee's Organization Department, besides the lack of decisive implementation by the locality, this is also due to the district's ongoing restructuring of 8 commune-level administrative units (reducing the number by 4 compared to the current number). For these units, the locality is currently dealing with surplus personnel, making it difficult to implement the appointment process. In some large areas, far from the central hub, the appointment of non-local Party Secretaries requires careful consideration and planning.
Through investigations in several other localities, it has been found that appointing non-local Party Secretaries at the commune level also faces many difficulties. For example, when there is a plan to transfer or appoint some officials, they cite reasons such as old age, poor health, distance from home, and inconvenience in commuting; while being familiar with the area and having been associated with their previous position for many years... to request that the appointment not be implemented. Meanwhile, in some localities where non-local Party Secretaries have been appointed, the local officials and leaders themselves have shown parochialism and do not support the transferred officials. Therefore, there are sometimes signs of lack of cooperation, easily leading to the non-local Party Secretary being isolated within the group. Currently, the province also lacks a system or policy to encourage and support non-local Party Secretaries at the commune level, especially for officials transferred from one commune to another...
Workplace experience is good.

Hai Duong City has the highest percentage of commune-level Party Secretaries who are not from the local area in the province. Currently, 22 out of 25 wards and communes in the city have Party Secretaries who are not from the local area, accounting for 88%. It is expected that by the end of the year, the city will continue to appoint Party Secretaries in the remaining three wards: Cam Thuong, Thach Khoi, and Viet Hoa.
According to Pham Cong Quan, Head of the Organization Department of the Hai Duong City Party Committee, the city has consistently prioritized the rotation of cadres, transferring them from the city level to key positions at the commune level, and from one commune to another, or from one ward to another. The selection and rotation process ensures fairness, objectivity, and adherence to principles and procedures. The city regularly provides support and assistance to ensure that those being rotated successfully complete their tasks. Before implementing rotations and appointments, the Hai Duong City Party Committee conducts thorough ideological work among cadres, Party members, and the local people in both the areas where the cadres are transferred, helping them to understand that this policy is necessary and ongoing in cadre management. Many cadres have made significant contributions to their assigned areas, fostering unity and cohesion within the Party committee and government, resolving many existing local issues, and earning the trust of cadres, Party members, and the people.
In February 2022, Comrade Pham Dinh Viet Duc, Chief of the City Party Committee Office. He was assigned by the Standing Committee of the Hai Duong City Party Committee to work at the Thanh Binh Ward Party Committee and appointed as the Secretary of the Thanh Binh Ward Party Committee. The Ward Party Committee Secretary has dedicated much time to visiting grassroots levels, understanding the realities in each residential area; proactively meeting and exchanging ideas with former ward officials to grasp the local situation... Through various solutions, from 2022 to the present, Thanh Binh Ward has made new strides in Party and government work. The ward's budget revenue consistently exceeds the target by 1.5-2 times per year. Administrative reform has continuously improved, with each year surpassing the previous one. For the past three years, the Thanh Binh Ward Party Committee has consistently achieved or exceeded its assigned tasks…
In Nam Sach district, the practice of appointing non-local Party Secretaries at the commune level has been implemented by the District Party Committee Standing Committee for many years. A notable aspect of this work is that, in addition to rotating cadres from the district to communes and towns, the Standing Committee has also transferred and rotated Party Secretaries from one commune to another, while simultaneously prioritizing the appointment of non-local Party Secretaries. To effectively implement this policy, the Nam Sach District Party Committee Standing Committee regularly evaluates cadres and conducts effective ideological work, ensuring that the right tasks are assigned to the right people. Currently, Nam Sach district has 7 communes and towns with non-local Party Secretaries, accounting for 36.8%. This is also one of the localities with a high percentage of non-local Party Secretaries in the province.
According to the assessment of the Provincial Party Committee's Organization Department, many localities in Hai Duong have effectively implemented the policy of appointing commune-level Party secretaries who are not from the local area. This policy has contributed to overcoming parochialism and creating significant changes in the working style, methods, and practices of cadres and Party members. From those transferred or rotated to local cadres and Party members, everyone has improved their sense of responsibility in performing their duties. During the 2025-2030 term, Hai Duong province aims for over 30% of commune, ward, and town Party committees to have Party secretaries who are not from the local area. Achieving this goal requires strong determination from the Standing Committees of the District, Town, and City Party Committees, as well as the grassroots Party committees throughout the province.
A good environment for training and developing cadres.
In April 2022, I was transferred by the Standing Committee of the Chi Linh City Party Committee to work at the Tan Dan Ward Party Committee, and appointed as the Ward Party Secretary. I have always strived to listen to and absorb the opinions of cadres and Party members in the ward, proactively grasping the thoughts and opinions of each Party branch, each sector, and each locality to leverage and unite the strength of the collective cadres, the Standing Committee of the Ward Party Committee, the team of Party members, and the people in the ward. From there, I have been able to formulate policies that are appropriate to the reality and maximize the strengths of the locality.
From a Party Committee that had just completed its tasks, in 2023 Tan Dan ward rose to achieve outstanding performance. 100% of targets regarding Party work and socio-economic development were met or exceeded. The ward had no complaints or denunciations requiring resolution.
I believe that the policy of appointing Party Secretaries at the commune level who are not from the local area is very correct. This helps to overcome parochialism, favoritism, and avoidance in leadership and guidance, and creates opportunities for those in the position to demonstrate their capabilities and accumulate experience from practical work at the grassroots level.

Specific support policies are needed.
Currently, Kinh Mon town has 5 wards/communes out of a total of 23 wards/communes (accounting for 21.7%) where the Party Secretary is not a local resident. These comrades, transferred to local areas to hold the position of Party Secretary at the commune level, have effectively played their roles and resolved many outstanding issues of the local Party committee and government. Many have made a strong impression in their areas of work, fostering unity within the Party committee and government, and making a significant contribution to the local area's progress.
However, the team of officials transferred to serve as Party Secretaries at the commune level currently lacks support policies, especially regarding travel expenses, food, and accommodation. All of these officials have to overcome these challenges themselves to perform their duties, which to some extent affects their morale and work quality.
To encourage and facilitate the appointment of non-local Party Secretaries at the commune level, the province should pay attention to and provide specific support policies for this force, such as official housing, one-time or additional monthly financial support, housing allowance, transportation allowance, and early salary increases (one year ahead of schedule)...
