Attracting global knowledge to solve Vietnam's big problems

Now, the dream is big enough, the work is big enough, difficult enough, and with money, we can attract global knowledge, scientists, and technologists to participate in solving Vietnam's big problems, and through that, our country's science and technology (S&T) will develop, and the country will develop.

This is the sharing of Minister of Science and Technology Nguyen Manh Hung at the program "Vietnam Science and Technology Day 18-5". The program took place at the headquarters of the Ministry of Science and Technology on the afternoon of May 16.

According to Minister Nguyen Manh Hung, science and technology, innovation and digital transformation are not only driving forces, but also national missions. The Ministry of Science and Technology will make breakthrough reforms from institutions to financial mechanisms, from management thinking to output evaluation methods, in order to promote knowledge to become a real growth driver.

We are amending the Law on Science and Technology into the Law on Science and Technology and Innovation to institutionalize new orientations, guidelines and policies of the Party and State.

Minister Hung also pointed out 10 strong and revolutionary innovations of the Law on Science, Technology and Innovation.

In the new law, for the first time, Vietnam establishes a clear direction for the transition from a country that mainly uses core technology to mastering strategic technologies that have a great impact on economic growth and national security.

The state budget has a focused, key investment, with priority allocation of about 40-50% to carry out tasks of mastering strategic technology.

The implementation of these tasks is assigned to capable and reputable enterprises and research organizations. The State has policies to invest in building key laboratories, shared laboratories, and modern technical infrastructure to serve the development of strategic technology.

Another notable innovation is the view that science and technology, instead of being in the sky, going from the sky to the ground, must have another direction, going from the ground up, from innovation to technology development and then to scientific research.

" Instead of going in one direction as before, starting from scientific research and technology development to develop new products, this time we focus on a new direction, taking the market and product orientation as the driving force, as the orientation for technology development, and identifying related research problems," Minister Hung emphasized.

Speaking at the program, Associate Professor, Dr. Pham Thi Thanh Nga, Institute of Meteorology, Hydrology and Climate Change, expressed that Resolution 57 affirmed the key role of scientists in the process of developing national science, technology and innovation.

"This is a great motivation for scientists to continue to explore and discover the secrets of heaven and earth, as Minister Nguyen Manh Hung himself stated: Scientific research is to obtain the secrets of heaven, is the activity of finding and discovering, and developing new technology is the creative space of humans.

This observation is especially important in my field of science, earth science, when we witness climate change actually happening with temperature records being continuously broken," Associate Professor Nga emphasized.

Proposal to build a park for scientists

According to Minister Nguyen Manh Hung, scientists and technologists who have made great contributions to the development of the country and humanity must be honored forever. The Ministry of Science and Technology will propose to the Government to build a park with monuments to scientists who have made outstanding research achievements and contributions to the country and the world.

"Today, we are richer, have more things in our hands, have more tools, so the dream must be bigger than before, much bigger than what we have now, then we will have that old spirit again, be as good as that and more, serve more.

Therefore, Vietnam will develop to become a high-income developed socialist country, with GDP/capita of 20-25,000 USD by 2045.

Now, the dream is big enough, the work is big enough, difficult enough, and with money, we can attract global knowledge, scientists, and technologists to participate in solving Vietnam's big problems.

Through that, the country's science and technology develops and the country develops," Minister Hung emphasized.

Science and technology are identified as the top important breakthrough, defining a new growth model.

"The world is entering a period of profound transformation with the rapid progress of AI, IoT, biotechnology, green transformation and digital transformation. This is a challenge but also a golden opportunity for Vietnam to catch up and develop," the Deputy Prime Minister emphasized.

Also in the program, many impressive "Make in Vietnam" science and technology products were displayed and demonstrated.

The fire-fighting robot for industrial buildings is a product of the University of Fire Prevention and Fighting. This robot is controlled and monitored remotely. The robot can climb stairs to floors, open stair doors, spread fire hoses and spray water or foam on fires.

Another outstanding product is the combat robot model based on the Warthog autonomous robot of the Military Technical Academy. According to the introduction, the robot can operate remotely in automatic or semi-automatic modes. Specifically:

- Ability to automatically search, detect, and identify targets (objects that need to be detected and identified such as: target practice, people).

- Ability to fire to destroy (identified) targets in various modes (automatic or semi-automatic).

- Ability to lock and destroy any target as directed from the control monitoring center.
