On the afternoon of December 31, 2025, in Hanoi, the Digital Transformation Block of the Ministry of Science and Technology (MST) held a conference to summarize its work in 2025 and plan for 2026.
The Digital Transformation Division includes 7 units: National Digital Transformation Agency; Department of Digital Economy and Society; Department of Science, Technology and Engineering; National Institute of Digital Technology and Digital Transformation; National Science and Technology Development Fund; National Electronic Authentication Center; Information Technology Center.

Minister of Science and Technology Nguyen Manh Hung delivered a keynote address at the conference.
Many outstanding achievements have laid the foundation for a digital nation and a digital economy.
At the Conference, Mr. Tran Duy Ninh, Director of the National Digital Transformation Agency, on behalf of the units in the Bloc, reported on the results of the tasks performed in 2025. Following the direction of the Ministry of Science and Technology's leadership, the units in the Digital Transformation Bloc have implemented many key tasks synchronously and decisively; gradually forming a unified legal framework for a digital nation, making science, technology, innovation, and digital transformation the driving force for economic and social development.
In 2025, the Digital Transformation Bloc advised on and finalized the institutional system with 4 laws, 6 decrees, 3 resolutions, 6 decisions of the Prime Minister, and 12 ministerial circulars, creating a synchronized legal framework for a digital nation. Many important mechanisms and policies were issued, creating a foundation for modern management, controlled risk acceptance, and a strong shift towards a "post-verification" mechanism according to international standards in the field of digital signatures.
The achievements of the bloc are clearly demonstrated by the figures: The share of the digital economy in GDP is estimated at 18.72%. The percentage of the adult population possessing electronic signatures reached 66.6%, with 38.2% having personal digital signature certificates. Online applications accounted for 51.7% of the total number of administrative procedures processed, an increase of more than 12% compared to the previous year. The National Data Integration and Sharing Platform recorded 1.273 billion transactions, exceeding the annual plan by 23%.
In the field of national digital transformation coordination, the National Digital Transformation Agency continues to play a key role, advising on the implementation of national digital transformation programs in the new phase; guiding the national digital architecture, the architecture of the administrative procedure processing system, as well as unifying the digitization of records and data throughout the entire political system.
In addition, units such as the Department of Digital Economy and Society and the Department of Science, Technology and Engineering are focusing on promoting the digital economy, digital society, developing strategic technologies and the "Make in Vietnam" ecosystem, linking research with the market and national competitiveness.

Minister of Science and Technology Nguyen Manh Hung presented Certificates of Commendation from the Minister to three units with outstanding achievements in lawmaking, including: the Department of Science and Technology, the National Digital Transformation Agency, and the National Institute of Digital Technology and Digital Transformation.
Research, science funding, and innovation activities continue to be a highlight, with the National Science and Technology Development Fund implementing an online science and technology project management system, reviewing and signing funding contracts for over 500 national-level projects with a total disbursed budget of over 2 trillion VND. Meanwhile, the National Institute of Digital Technology and Digital Transformation focuses on researching and advising on strategic issues related to artificial intelligence, high-performance computing infrastructure, and developing frameworks and standards for evaluating AI models.
In terms of internal digital transformation, the Information Technology Center has completed the integration of the Ministry's information platforms and systems, ensuring safe, stable, and smooth operation. The Ministry of Science and Technology is one of the first ministries to deploy a platform for resolving administrative procedures based on the digital government model.
Accelerate, "shift strongly from institutions to tangible results"
All units within the Digital Transformation Block have identified 2026 as a year of acceleration, shifting strongly from institution building to creating tangible, measurable, and impactful results.
The targets set for 2026 demonstrate a high level of determination, including a projected 22% GDP share for the digital economy, 60% of administrative procedures processed online throughout the entire process, and 100% of the Fund's task management processes conducted entirely on digital platforms.
With the spirit of "breakthrough action, shifting from policy to product; from idea to practical value," the Digital Transformation Block is committed to continuing to work alongside localities, businesses, and people, using tangible results as a measure, and directly contributing to economic growth and enhancing national competitiveness in the new development phase.
The highlight of the conference was the year-end roundtable discussion, where numbers were juxtaposed with human stories. Representatives from various units candidly shared their experiences regarding management pressures and coordination challenges amidst a demanding workload, high requirements, and rapid change. These stories demonstrated that digital transformation is not just about technological change, but also about transforming how we care for our people within the organization, ensuring each employee has the resilience and confidence to move forward.
Mr. Nguyen Duc Manh, Head of Research and Testing Department and Head of the Da Nang Branch of the National Electronic Authentication Center, shared his experience of simultaneously taking on two new responsibilities in 2025. The biggest challenge lies not in his expertise, but in the management and coordination of multiple roles. Knowledge can be learned, processes can be adjusted, but the pressure from responsibility and expectations demands courage, organization, and a proactive attitude in every decision.
In the same vein, many other stories at the seminar showed that the workload was "very heavy and intense," but what kept the "passion for the job" alive was the meaning of the task and the trust from the leadership.
Answering questions at the seminar, Minister Nguyen Manh Hung emphasized that the overarching principle in his leadership and management is to bring theory into practice, reaching businesses and the people so that "the tree of life remains ever green," not eroded by paperwork and procedures.
According to the Minister, to free up time for practical implementation, it is necessary to drastically reduce unnecessary paperwork through administrative procedure reforms; and at the same time, utilize artificial intelligence as an important supporting tool. In the context of an ever-increasing workload, technology will be a powerful "assistant," but the greatest motivation to move forward remains the meaning of the work and the aspiration to lead the country in the digital transformation process.

As the Deputy Minister in charge of the Digital Transformation Sector, Permanent Deputy Minister Vu Hai Quan outlined the key directions for 2026, emphasizing the need for a harmonious combination of specific, practical work with long-term, leading-edge thinking.
According to the Deputy Minister, whether it's a small matter or a large one, the right approach is needed to resolve it thoroughly; the digital platforms built by the Ministry need to continue to play a pioneering role and create a ripple effect throughout the entire system.

"Unity must create synergy."
Speaking at the conference, Minister Nguyen Manh Hung expressed his pleasure at attending the summary meeting of the Digital Transformation Bloc. According to the Minister, this is an opportunity to look back on a year of work with many efforts and concrete results, and also a chance to reflect on the future path for each field and each unit.
The Minister explained that the Digital Transformation Block is divided into three smaller blocks: the National Digital Transformation Block (comprising the National Digital Transformation Department, the Digital Economy and Society Department, the Institute of Digital Technology and Transformation, and the National Electronic Authentication Center), the Internal Digital Transformation Block (IT Center), and the Technology Development Block (Science, Technology and Engineering Department, and the Nafosted Fund).
According to the Minister, 2025 will be a special year for the country, for the industry, and for the Ministry of Science and Technology.
For the first time, the Ministry of Science and Technology and the Ministry of Information and Communications have merged into a new ministry with a new mission, a new scale, and very high demands. The merger is not just about "combining two organizations," but about creating genuine synergy and synergy so that science and technology, innovation, and digital transformation become three closely linked pillars, playing a central role in national development; the review of each sector is precisely to find that synergy.
Highly appreciating the efforts of the seven units in the Digital Transformation Bloc, the Minister acknowledged that the units had not only successfully completed their regular tasks but also undertaken many tasks that were being implemented for the first time, difficult tasks, and new tasks in the context of many organizational changes. Under these conditions, nearly 100% of the tasks assigned by the Government and the Central Committee have been completed, a very commendable achievement.
The Minister also emphasized that 2025 is a turning point as Vietnam officially sets a goal to increase its national GDP fivefold in the next 20 years, becoming a high-income developed country. This ambitious goal requires new solutions, new approaches, and breakthrough strategies.
Regarding the Technology Development Sector, the key keywords emphasized by the Minister were "real," "effective," and "autonomy." Research must lead to real products, real mastery, and generate real economic growth; science and technology management needs to shift from supporting inputs to supporting outputs, through mechanisms of ordering and purchasing research results and products, focusing on strategic technologies, core technologies, and strategic products.
Regarding the National Digital Transformation Bloc, the Minister affirmed the need to clearly establish the role of the National Digital Transformation Department as the "chief architect," shifting from general advisory to creating and coordinating comprehensive digital transformation, building a digital Vietnam; the Department of Digital Economy and Society must play the role of chief architect in restructuring the Vietnamese economy towards a digital economy.
Regarding internal digital transformation, the Minister emphasized the direction of building a "Ministry Platform," prioritizing cloud-first and AI-first approaches, while also transforming processes and enhancing the digital capabilities of officials and civil servants.
On the occasion of the New Year 2026, the Minister wished the entire Bloc to continue to maintain the pioneering spirit, cooperation, creativity, and decisive action, so that 2026 will create many new and practical values for the country; each official can be proud of their contributions, adhering closely to the Ministry's motto: "Setting an example - Discipline - Focus - Breakthrough".
