The event took place amidst the nationwide celebration of the 136th anniversary of President Ho Chi Minh's birth, marking the beginning of a strategic transportation project connecting the North Central region with the Thanh Thuy international border gate and the Vietnam-Laos economic corridor.

The project, managed by the Nghe An Provincial Transport Project Management Board, has a total investment of over 23,940 billion VND. The expressway is over 60km long, passing through nine communes in Nghe An province: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam, and Kim Bang. The starting point connects with the Eastern North-South Expressway section from Dien Chau to Bai Vot at the Hung Tay interchange; the end point connects with the Thanh Thuy Border Gate Economic Zone in Kim Bang commune, Nghe An province.

The project is designed with a scale of 4 to 6 complete lanes; the roadbed, bridges, and sections with deep excavations and embankments are calculated for a 6-lane scale to meet future development needs. The entire route has 51 bridges, including 43 bridges on the main route and 8 bridges within the interchange area. Among them, the Dai Hue tunnel, nearly 500m long, is one of the notable technical components of the project. The section from Km0+000 to Km42+500 is designed for a speed of 100km/hour; the remaining section has a design speed of 80km/hour.

According to the National Road Network Development Plan for the period 2021-2030, the Vinh - Thanh Thuy expressway plays a crucial role in completing the East-West economic corridor in the North Central region, connecting the North-South expressway system with the Thanh Thuy border gate and international trade routes to Laos and Northeast Thailand. The project is also expected to create further impetus for development in the western part of Nghe An province – an area with significant development potential but where current infrastructure connectivity does not meet socio-economic development requirements.

In this project, the consortium of contractors led by Deo Ca Group is responsible for the construction of Package XL01, including the Dai Hue tunnel, bridge system, and access roads from Km0+000 to Km6+300, with an estimated construction time of 24 months. Immediately after being selected to participate, the consortium of contractors promptly mobilized personnel and equipment, surveyed the site, reviewed the construction plan, and prepared the necessary conditions to commence immediately after the groundbreaking ceremony.

Speaking at the ceremony, Mr. Nguyen Quang Huy, General Director of Deo Ca Group, said that the Vinh - Thanh Thuy expressway is a project with high technical requirements, including many bridges, tunnels, and sections passing through complex terrain. Therefore, the project's implementation requires thorough preparation in terms of construction organization, equipment, human resources, material sources, as well as quality control and occupational safety.

Mr. Nguyen Quang Huy, General Director of Deo Ca Group, delivered a speech at the groundbreaking ceremony.

"We entered this project with the mindset of seasoned infrastructure professionals: The more challenging the project, the more systematic the organization; the higher the deadline, the tighter the quality, safety, and site discipline must be," Mr. Nguyen Quang Huy emphasized.

According to representatives of the consortium of contractors, with experience participating in many key transportation projects nationwide, especially tunnel and highway projects with complex construction conditions, the construction units determined from the outset that strict control over site organization, materials, equipment, personnel, and technical procedures is essential to ensure progress and investment efficiency. At the same time, the construction site will be organized in a modern way, increasing the application of digitalization in management, quality control, safety, and construction operation.

Representatives of the consortium of contractors also affirmed that they will mobilize all available resources, organize construction scientifically , ensure the quality, progress, and safety of the project; and at the same time, focus on training engineers, workers, and management staff right at the construction site to meet the increasingly high demands of large-scale transportation infrastructure projects.

Based on practical experience in implementing numerous infrastructure projects nationwide, representatives of the consortium of contractors proposed that the Government, ministries, and Nghe An province continue to promptly address difficulties related to land acquisition, material sources, mining procedures, and construction organization along the route; and at the same time, continue to promote decentralization and delegation of authority, and substantially reduce administrative procedures to create conditions for units to focus resources on project implementation.

Mr. Bui Thanh An, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the People's Committee of Nghe An province, delivered a speech at the groundbreaking ceremony.

Speaking at the ceremony, Mr. Bui Thanh An, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the People's Committee of Nghe An province, said that the Vinh - Thanh Thuy expressway is not only a key national transportation project but also reflects the aspiration for development, expansion of economic space, and strengthening international connectivity of Nghe An province.

The leaders of Nghe An province affirmed that the locality will focus on decisively directing land clearance work, preparing material sources, and closely coordinating with the investor and contractors to ensure the progress, quality, and safety of the project. At the same time, the province also requested the Government and central ministries and agencies to continue to pay attention to resolving difficulties and obstacles arising during the project implementation.

Upon completion, the Vinh - Thanh Thuy expressway is expected to expand development opportunities for Nghe An province, alleviate congestion on National Highway 7, enhance freight transport capacity, promote logistics, trade, tourism, and strengthen international trade connections with Laos and Northeast Thailand.
