
The draft circular provides detailed regulations on certain aspects of industrial promotion activities as stipulated in Decree No. 45/2012/ND-CP, amended and supplemented by Decree No. 235/2025/ND-CP, and guides the implementation of the national industrial promotion plan; and the advance payment, liquidation, and final settlement of national industrial promotion funds.
The circular applies to agencies, organizations, and individuals involved in or related to the development, appraisal, and approval of plans; the implementation of plans; and the advance payment, liquidation, and final settlement of national industrial promotion funds. The circular also focuses on explaining concepts such as: National industrial promotion projects; National industrial promotion projects at specific points; National industrial promotion projects by group; National industrial promotion projects by specific target groups; Regular national industrial promotion tasks; Industrial promotion management information system…
Specifically, the National Industrial Promotion Project is an industrial promotion project managed and implemented by the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ) using national industrial promotion funds to carry out national industrial promotion activities according to the plan approved by the Minister of Industry and Trade.
A national industrial promotion project is a national industrial promotion project established according to the production sectors of products with potential and competitive advantages of the nation, region, or locality; it includes at least two industrial promotion activities and two or more beneficiaries; and the implementation period is from two to three years. The industrial promotion activities in the project are linked to encourage and support the development of rural industries in a focused and targeted manner.
Regarding the principles for formulating national industrial promotion projects and plans, the circular outlines four requirements: consistency with the Party and State's policies, plans, and programs for industrial and handicraft development; consistency with national, regional, and provincial planning; consistency with the target groups and content of industrial promotion activities, and consistency with the list of industries eligible for industrial promotion policies as stipulated in Decree No. 45/2012/ND-CP and Decree No. 235/2025/ND-CP; and consistency with the principles for using industrial promotion funds as prescribed by the Ministry of Finance .
Furthermore, it must be consistent with the National Industrial Promotion Program for each period. Finally, it must comply with relevant legal regulations concerning industrial promotion activities.
Regarding the method for selecting national industrial promotion projects, the draft circular clearly states: When considering the allocation of the annual national industrial promotion plan: priority will be given to key national industrial promotion projects; priority will be given to industries and geographical areas as stipulated in Decree No. 45/2012/ND-CP and Decree No. 235/2025/ND-CP. In cases where national industrial promotion projects are implemented in areas with similar conditions and industries, priority will be given to projects from units with better experience and organizational capacity.
In cases where rural industrial establishments meet the support criteria as stipulated, priority will be given to establishments owned by women, those employing a large number of female workers, vulnerable workers, and ethnic minority workers.
According to the Ministry of Industry and Trade, the draft Circular on the planning, implementation, and management of national industrial promotion funds, currently under review by the Ministry, consists of 4 chapters and 20 articles, detailing some aspects of industrial promotion activities in Decree No. 45/2012/ND-CP, as amended and supplemented by Decree No. 235/2025/ND-CP.
