On the morning of December 19th, the Ministry of Construction, in coordination with the consortium of investors, held the groundbreaking ceremony for the expansion project of the Ho Chi Minh City - Trung Luong - My Thuan expressway, implemented under the public-private partnership (PPP) model.
The project has a total investment of over 36.172 billion VND, without using state budget funds. The expressway, over 96km long, passes through Ho Chi Minh City, Long An province, and Dong Thap province, and is implemented under a BOT (Build-Operate-Transfer) contract with 100% of the capital mobilized from the private sector. This is the largest privately-funded BOT transportation project in the country to date.
The consortium of investors for the project includes Deo Ca Group, Ho Chi Minh City Infrastructure Investment Joint Stock Company, Tasco Joint Stock Company, Hoang Long Construction Investment Corporation - JSC, and CII Services and Investment One-Member Limited Company.
The project starts at Km9+325 at the Cho Dem intersection, in Tan Nhut commune, Ho Chi Minh City; and ends at Km105+454 at the northern end of My Thuan 2 bridge, in An Huu commune, Dong Thap province.
Specifically, the Ho Chi Minh City - Trung Luong section is being developed with 8 lanes and a design speed of 120 km/h. The Trung Luong - My Thuan section and the section from the An Thai Trung intersection to the northern end of My Thuan 2 bridge are being fully developed with 6 lanes and a design speed of 100 km/h.

When completed, the project will help alleviate congestion on the current Ho Chi Minh City - Trung Luong - My Thuan expressway.
Besides widening the road surface, the Ho Chi Minh City - Trung Luong - My Thuan expressway will be equipped with a comprehensive intelligent transportation system (ITS), modern rest stops and toll stations, aiming for international expressway standards. The project is expected to be completed and put into operation in 2028.
Representatives of the consortium stated that, upon completion, each kilometer of road expansion will not only add one lane but also contribute to reducing logistics costs, promoting infrastructure connectivity, creating momentum for agriculture, industry, and tourism, and forming new development spaces for the entire Mekong Delta region.
Upon completion, the expanded Ho Chi Minh City - Trung Luong - My Thuan expressway will become a solid bridge connecting the economic hub of Ho Chi Minh City and the Mekong Delta region, creating new impetus for socio-economic development throughout the area and contributing to the development of the Mekong Delta.
The Quang Ngai - Hoai Nhon expressway, costing over 20,000 billion VND, has been inaugurated.
Also this morning, after more than 1,000 days of overcoming difficulties, the Quang Ngai – Hoai Nhon expressway project was officially completed, 8 months ahead of schedule. The project is an important piece in the North-South expressway network connecting Lang Son to Ca Mau, contributing to the goal of forming 3,000 km of expressways nationwide.
The 88-km Quang Ngai - Hoai Nhon expressway is the longest section among the 12 component projects of the North-South expressway in the 2021-2025 period. The project has a total investment of over 20,400 billion VND and passes through Quang Ngai and Gia Lai provinces.

After more than 1,000 days of overcoming difficulties, the Quang Ngai – Hoai Nhon expressway project has been officially completed, 8 months ahead of schedule.
Notably, the route includes three tunnels through mountains with a total length of 4,500 m. Of these, the Binh De tunnel, at 3,200 m long, is the largest newly constructed highway tunnel on the entire North-South expressway, along with 77 overpasses, 6 interchanges, 729 culverts, and 85 pedestrian underpasses.
To complete the project eight months ahead of schedule, the contractor mobilized more than 4,000 personnel and nearly 1,800 pieces of machinery and equipment, working day and night, including holidays and Tet (Lunar New Year).
The Friendship - Chi Lang expressway, costing 11,000 billion VND, is now open to traffic.
This morning in Lang Son, a ceremony was also held to inaugurate the Huu Nghi Border Gate - Chi Lang expressway project, implemented under the BOT (Build-Operate-Transfer) model.
As the initial segment of the Eastern North-South Expressway, the Huu Nghi - Chi Lang Expressway project spans nearly 60 km, passing through 7 communes and wards in Lang Son province, with a total investment of over 11,000 billion VND. The project is being implemented under the Public-Private Partnership (PPP) model.
Construction began on April 21, 2024, and this expressway directly connects to three border gates: Huu Nghi International Border Gate, Coc Nam Border Gate, and Tan Thanh Border Gate.
To date, the project has completed its goal of opening 50 km of the route (including 37 km of the main route from Huu Nghi Border Gate to Chi Lang; and 13 km of the connecting route between Tan Thanh Border Gate and Coc Nam Border Gate).
Simultaneously, the remaining items such as road surface structure, traffic safety systems, lighting, and intelligent traffic control systems (ITS) are being urgently implemented to ensure synchronization when put into operation.
Also this morning, a ceremony was held in Cao Bang to inaugurate the first phase of the Dong Dang (Lang Son) – Tra Linh (Cao Bang) expressway project, implemented under the PPP model.
The Dong Dang - Tra Linh Expressway has a total length of 121 km and is being developed in two phases with a total investment of nearly 23,000 billion VND. The starting point of the route is at the intersection near the Tan Thanh border gate (Lang Son province), connecting to the section linking the Huu Nghi - Chi Lang Expressway with the Tan Thanh and Coc Nam border gates in Lang Son province. The end point is at the intersection leading to the Tra Linh border economic zone (Cao Bang province).
Spanning across Lang Son and Cao Bang provinces, phase 1 of the project, over 93km long, includes two tunnels through mountains and 64 overpasses crossing the Ky Cung and Bang Giang rivers, along with numerous streams and provincial roads.
Phase 2 of the project is being invested in under the PPP (Public-Private Partnership) model, including the expansion of the entire 93.35 km from Phase 1, and the investment in an additional 26.47 km connecting to the Tra Linh border gate. The total investment for Phase 2 is 12,072 billion VND, of which the State budget contributes 8,400 billion VND (equivalent to 69.58%). In Phase 2, contractors will construct 17 new bridges and 3 tunnels through the mountains.
