Covering an area of over 400 hectares in Nghia Hung district, the Xuan Thien Green Steel Project Complex was approved by the Nam Dinh Provincial People's Committee for investment with a designed capacity of up to 9.5 million tons of steel per year. The project includes two factories: Xuan Thien Nam Dinh Green Steel No. 1, with a capacity of 7.5 million tons/year and an investment capital of VND88,000 billion, and Xuan Thien Nghia Hung Green Steel Factory, with a capacity of 2 million tons/year, using modern electric arc furnace technology, with an investment capital of VND10,000 billion.

The difference of this complex is that it does not use coke like in traditional steel mills but switches to LNG and in the future green hydrogen to reduce steel - an environmentally friendly technology that helps reduce CO₂ emissions by up to 86%.
This is a breakthrough step, contributing to realizing Vietnam's commitment at COP26, creating a clean steel product line capable of being exported to high-end markets with strict environmental standards such as Europe and North America.
Not only focusing on technology and environment, the project complex also brings strong economic and social spillover effects. It is expected that when put into operation, the project will create jobs for about 16,000 direct workers, mainly technical workers and an additional 2,000 unskilled workers, while also leading to the development of many service sectors and supporting industries.

Xuan Thien Group is committed to implementing the project with modern, environmentally friendly G7 technology, mobilizing maximum resources to shorten the construction progress by 12 months compared to the plan, using raw materials imported directly from the mine ecosystem and processing plants in Africa to ensure the stability and sustainability of the supply chain.
Speaking at the groundbreaking ceremony, Permanent Vice Chairman of Nam Dinh Provincial People's Committee Tran Anh Dung affirmed that this is a key industrial project with the largest scale and total investment ever in the province, expected to create a strong momentum for local socio-economic development. The Xuan Thien Green Steel Complex will contribute to promoting the industrialization, urbanization and development of service industries in Nghia Hung district, while also being the foundation for the sustainable development of Ninh Co Economic Zone - a strategic area with an area of up to nearly 14,000 hectares, spanning Hai Hau and Nghia Hung districts. Together with traffic infrastructure, seaports and connecting routes, this complex is expected to become the clean steel industrial center in the South of the Red River Delta, one of the four main growth poles of the province in the period 2021-2030.
After the Provincial Party Committee and the Provincial Party Committee agreed on the investment policy, the Nam Dinh Provincial People's Committee directed the departments, branches, sectors, Nghia Hung district and investors to implement investment procedures and site clearance. Up to now, all procedures have been completed, the site has been fully handed over, ensuring the construction progress according to plan. This is a political determination, demonstrating the province's highest efforts in keeping its commitments to investors, promptly removing obstacles, substantially improving the investment environment, and promoting key projects.
Deputy Prime Minister Le Thanh Long, in his speech, highly appreciated Nam Dinh’s efforts in improving the investment environment, especially the site clearance work to meet the construction schedule. He also affirmed that the Xuan Thien Green Steel Complex is a concrete demonstration of the effective cooperation between the State, enterprises and people, determined to develop a modern, green and responsible industry.

The Deputy Prime Minister requested ministries, branches and local authorities to continue to promote their role in creating the most favorable conditions for investors; at the same time, he requested construction units to ensure quality, labor safety, strictly comply with environmental regulations, and not affect the lives and activities of people in neighboring areas.

On the local side, Nam Dinh Provincial Party Secretary Dang Khanh Toan requested that authorities at all levels continue to focus on directing and mobilizing people's consensus to facilitate the construction process and effectively implement project items. At the same time, he believes that the success of the Xuan Thien Green Steel complex will be the beginning of a new wave of investment in the coastal area of Nam Dinh, contributing to the formation of industrial, logistics and coastal urban value chains in the coming years.
On this occasion, Xuan Thien Group donated 10 billion VND to the Nam Dinh Province Education Promotion Fund to support education promotion, talent promotion, and help students with difficult circumstances to excel in their studies.
