Construction of the expressway to ease traffic congestion between Hanoi and Tuyen Quang begins

In his speech and giving the groundbreaking order, Deputy Prime Minister Le Minh Khai emphasized that developing infrastructure, especially transport infrastructure, is one of the three strategic breakthroughs of our Party and State, and is a key task of the Government to concretize the Party's Resolutions.

Over the years, the Party and the State have always paid attention to and devoted large resources to developing transport infrastructure. Many key national transport projects of inter-regional nature have been invested in with focus and emphasis in key regions and areas to create momentum for socio-economic development.

According to the Deputy Prime Minister, the expressway system plays an important role in connecting regions, economic centers, airports, seaports, border gates, and is an important traffic hub, contributing to ensuring national defense and security, expanding economic and social development spaces for each locality, each region and the whole country, improving people's lives, eliminating hunger, reducing poverty, and shortening the gap between regions.

Many modern transport projects such as highways, seaports and airports have been actively invested in and built, contributing to creating a new look for the country, helping to take advantage of the comparative advantages of regions, effectively exploiting land resources, opening up new development space and especially reducing logistics costs.

Deputy Prime Minister Le Minh Khai said that right from the beginning of the term, the Government submitted a list of projects and the National Assembly approved the investment policy, allocating a huge amount of capital for implementation. Up to now, we have put into operation 1,822 km of expressways nationwide. In the first 9 months of 2023, 659 km were completed and put into use; striving to start construction of 5 more projects by the end of 2023.

Many major highway construction projects are being simultaneously deployed across the country, with 1,822 km already put into operation. By 2025, the whole country is striving to reach more than 3,000 km according to the target of Resolution XIII of the Party; creating a great effect in society, the trust and excitement of the people towards the leaders of the Party and State.

Deputy Prime Minister Le Minh Khai stated: The Tuyen Quang - Ha Giang Expressway construction project is identified as a national key project and one of the Transport sector, which is very important in connecting the region and inter-region, forming an economic development corridor from the capital Hanoi and the Red River Delta to the northern mountainous provinces, following the Noi Bai - Lao Cai Expressway, Tuyen Quang - Phu Tho Expressway to Tuyen Quang - Ha Giang Expressway. With large capacity, high speed and safety, the project not only meets the increasing travel needs of people and freight transport, solving the traffic congestion between Tuyen Quang - Ha Giang but also contributes significantly to the local socio-economic development.

Deputy Prime Minister Le Minh Khai emphasized that the project's groundbreaking today is only the initial result, the work ahead is still very large with many difficulties and challenges. First of all, it is necessary to continue clearing the remaining sites, especially in densely populated areas, where complaints and lawsuits are likely to arise. At the same time, it is necessary to prepare a very large volume of construction materials, requiring the active participation of localities and the active support of ministries and branches in licensing the exploitation of construction material mines, etc.

To soon synchronously construct the entire project, Deputy Prime Minister Le Minh Khai requested all levels and sectors from the central to local levels to make efforts, resolutely and synchronously implement solutions, and arrange sufficient central budget capital for the 2021-2025 period for the project.

The Ministry of Transport, the Ministry of Natural Resources and Environment and relevant ministries and branches closely coordinate with the People's Committees of Tuyen Quang and Ha Giang provinces to continue to create favorable conditions and promptly remove difficulties and obstacles to ensure project progress and efficiency.

The People's Committee of Tuyen Quang province focuses on directing and requiring the Project Management Board, supervision consultants and contractors to promote the highest sense of responsibility, develop scientific, detailed and appropriate construction plans and methods, ensure efficiency, construction quality and organize safe and smooth traffic, and maintain environmental sanitation.

At the ceremony, Chairman of Tuyen Quang Provincial People's Committee Nguyen Van Son said: Tuyen Quang - Ha Giang Expressway is very important for the socio-economic development, national defense and security of the Northern mountainous region in general and of the two provinces of Tuyen Quang and Ha Giang in particular. The completed expressway will become a fast and convenient connecting traffic axis, solving the inter-regional traffic congestion from Hanoi Capital, through Tuyen Quang Province to Thanh Thuy International Border Gate, Ha Giang.

The Tuyen Quang - Ha Giang Expressway (phase 1) with a length of 104.5 km (77 km in Tuyen Quang province, 27.5 km in Ha Giang province) is assigned to the People's Committee of Tuyen Quang province as the project management agency for the section passing through Tuyen Quang province. The total investment of the project is 6,800 billion VND, of which the central budget is 4,497.17 billion VND and the local budget is 2,302.83 billion VND.
