Speaking at the commemoration ceremony, Deputy Prime Minister Tran Hong Ha affirmed that the Central Highlands in general, and Dak Lak in particular, is a region with a rich cultural and historical tradition, playing a particularly important strategic role in the economy, politics , culture, society, environment, national defense, security, and foreign relations of the whole country; it is considered the "roof" of the three Indochinese countries.
Given its crucial strategic location, in March 1975, the Politburo and the Central Military Commission decided to choose Buon Ma Thuot as the opening battle, the decisive strategic battle, the "opening salvo" for the Spring 1975 General Offensive and Uprising, culminating in the historic Ho Chi Minh Campaign, which completely liberated the South and unified the country.
That victory brought to an end 30 years of struggle for independence and freedom, completing the national democratic revolution throughout the country. The nation was reunited, North and South becoming one family.
The triumphant song of the 1975 Central Highlands Victory, the Buon Ma Thuot Victory, will forever remain a source of pride for the military and people of Dak Lak province, for the people of the Central Highlands, and for the entire country.
Following the liberation, building upon the spirit of the Buon Ma Thuot Victory, the Party Committee, government, and people of all ethnic groups in Dak Lak province have strived to overcome countless difficulties and challenges, joining the rest of the country in the period of building and defending the socialist Vietnamese Fatherland.
Gateway and driving force for development in the Central Highlands region.
Over the past 50 years, Dak Lak province has achieved many great and important accomplishments in the fields of socio-economic development, ensuring national defense and security, building the Party, and building a strong and comprehensive political system, becoming one of the gateways and driving forces for development in the entire Central Highlands region.
The average annual growth rate of the gross regional product reached 7%, the economic scale expanded; per capita income is expected to reach 74.7 million VND by 2024. The structure of economic sectors is shifting in a positive and properly oriented direction.
Cultural fields, public health care, and social security are ensured; the quality of education and healthcare is improved; universities, research institutes, and vocational training facilities in the area are planned, upgraded, and expanded. The infrastructure system is invested in comprehensively and is gradually becoming modern. Administrative reforms and the investment environment are improved; the effectiveness and efficiency of management and administration by all levels of government are enhanced; political security and social order are basically ensured.
The Deputy Prime Minister emotionally shared his feelings about the vibrant, enthusiastic atmosphere, the proud expressions on the faces of every citizen, and the streets adorned with flags and colorful flowers during those historic days of March. All of this created the jubilant atmosphere of the victory day exactly 50 years ago.
On behalf of the Party and State leaders, the Deputy Prime Minister acknowledged and commended the efforts and achievements of the Party Committee, government, and people of all ethnic groups in Dak Lak province over the past period. This provides a solid foundation for believing that, with the attention and support from the Central Government and neighboring localities, Dak Lak will continue to transform strongly, developing faster and more sustainably.
Development in harmony with the preservation and promotion of environmental, natural, and cultural values.
The Deputy Prime Minister stated that the victory at Buon Ma Thuot, liberating Dak Lak province, marked the beginning of resounding victories, and the Great Spring Victory of 1975 ushered in a new era – an era of peace, independence, unity, freedom, prosperity, and happiness for our nation, our land, and our country.
After 50 years, the country is entering a new era – an era of striving for strong, prosperous development. The spirit of the Buon Ma Thuot Victory needs to be strongly promoted in the economic, cultural, educational, and social science fields, so that Dak Lak can develop rapidly and sustainably, worthy of its position as the center and main driving force of the Central Highlands region.
In the coming period, Dak Lak must continue to preserve and foster unity, integrity, and strength within the Party organization and the entire political system, creating consensus among all strata of the people to successfully implement the Resolution of the 13th National Party Congress and the Resolution of the 17th Dak Lak Provincial Party Congress; and successfully direct and organize Party congresses at all levels, the 18th Provincial Party Congress, leading up to the 14th National Party Congress.
Focus on completing the streamlining of the political system's organizational structure to ensure efficient and effective operation, in accordance with Resolution No. 18-NQ/TW; building a team of truly pioneering, exemplary, dynamic, creative cadres who dare to think, dare to act, and dare to take responsibility in performing their duties; developing and attracting high-quality human resources to work in the province…
Continuing to promote the strength of national unity and the spirit of national harmony, meeting the requirements of reform, integration and development, ensuring national defense and security, and firmly protecting national sovereignty and borders.
Secondly, focus on innovating the economic model; developing harmoniously with the preservation and promotion of environmental, natural, and cultural values through new thinking and vision towards a green economy, circular economy, and integrated, smart infrastructure.
This requires leveraging unique advantages in climate, fertile land, natural resources (sunlight, wind, forestry), cultural resources, and human resources to develop with four main growth pillars: large-scale, high-quality, advantageous agricultural and forestry products linked to processing; renewable energy production and the digital economy – providing the necessary infrastructure to promote and attract investment; urban economy – a new driving force for development, adapting to climate change; and services, logistics, and tourism.
The goal is to harmoniously resolve the relationship between land, water, and forests, so as to both develop and preserve the pristine, rich, and unique natural values of the Central Highlands region.
Enhancing the competitiveness of the investment environment based on a digital, people-oriented, smart, effective, and efficient government; leveraging the advantages of being a training and scientific research center in the Central Highlands region to promote research, transfer (R&D), and application of science and technology in socio-economic development.
Thirdly, we must protect, preserve, and sustainably promote the unique cultural values of the 49 ethnic groups, the cradle of Vietnamese epics. This includes creating more cultural spaces, including the indispensable "Gong Culture Space of the Central Highlands," recognized by UNESCO as a masterpiece of oral tradition, and communal houses (nhà rông), etc.; restoring more traditional festivals, craft villages, performing arts, and the immortal epic legends of Dam San and Xinh Nha; and preserving the heroic relics that bear the imprint of history and revolutionary movements of countless generations of our ancestors.
"Dak Lak needs to develop sustainable tourism based on the unique natural, cultural, and cultural heritage values, production, living, and culinary traditions of the ethnic communities in the Central Highlands to achieve a dual goal: preserving and promoting heritage values and making tourism a key economic sector, improving the income and living standards of the people," the Deputy Prime Minister said.
Fourth, Dak Lak needs to strengthen linkages with localities in the Central Highlands, the South Central Coast, and the Southeast region; and promote its role as a central hub connecting the Central Highlands region in industry, logistics, training, scientific research, healthcare, and high-tech agriculture…
Continue to develop a comprehensive and modern infrastructure, especially intra-regional and inter-regional transportation infrastructure, connecting neighboring provinces in the Central Highlands, the Central Coastal region, and the Southeast region.
The goal is to build Buon Ma Thuot into a true central urban area, a gateway to the Central Highlands region, integrating with the region and the international community; a green, ecological, smart city with a distinctive identity, a model of an urban area with unique values, connecting culture with nature, and adapting to climate change.
Fifth, combine economic development with social security to ensure that people enjoy a quality life with good social services, a protected environment, job opportunities, and high incomes. Pay attention to and care for policy beneficiary families, war invalids, sick soldiers, and those who have contributed to the revolution.
Building upon the glorious historical traditions and the tremendous achievements attained after 120 years since the province's establishment and 50 years since the Victory of Buon Ma Thuot, the Deputy Prime Minister expressed his hope and belief that, given Dak Lak province's position and role as a central hub for coordination and a major growth pole of the Central Highlands region, the Party Committee, government, military, and people of all ethnic groups in the province will uphold the immortal spirit of the Victory of Buon Ma Thuot and move forward into a new era of prosperous, affluent, and happy development.
