Proposal to invest in the Western Expressway section Pleiku - Buon Ma Thuot

*Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai gave a speech at the working session.*

The meeting aimed to listen to proposed information on the expressway route, consider whether it is suitable for planning or overlaps with other planning to have appropriate adjustments.

At the working session, Duc Long Gia Lai Group Joint Stock Company, the investment proposal unit, reported the initial summary plan as the basis for the proposal to request investment policy, route plan, and preliminary total investment.

The construction site of the expressway is located in the three provinces of Gia Lai, Dak Lak and Lam Dong. It is proposed to invest under the public-private partnership (PPP) model.

According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021, the Pleiku - Buon Ma Thuot - Gia Nghia expressway is part of the Ngoc Hoi - Chon Thanh - Rach Gia expressway belonging to the North - South expressway in the West with a length of about 265km, 6 lanes.

At the meeting, the investor requested Lam Dong province to assign the investor to prepare a project proposal. Accordingly, the investor proposed a 75km section passing through Lam Dong province.

*The leaders of the Department of Construction gave their opinions on the route's centerline and direction after listening to the investor's proposal.*

Phase 1 will invest in 4 lanes, class 100 expressway standards (speed from 100 to 120km/h), with 4 connecting points, passing through 9 communes and wards. The total preliminary investment is about 76,985 billion VND.

The toll collection and capital recovery period is approximately 22 years and 10 months. The expected implementation progress is 4 years.

The provincial departments and branches have contributed ideas to build a route suitable for expressways, especially Gia Nghia - Chon Thanh expressway and some intersections in the area.

Investors are requested to update and recalculate the proposed total investment accurately to match reality.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Department of Construction to preside over and work with the Department of Agriculture and Environment to determine if there is any overlap in forest land, review mineral and heritage planning, etc. to promptly report to the Provincial People's Committee.

He requested the unit proposing the investment dossier to receive comments from departments and branches, update the final section of the Gia Nghia - Chon Thanh expressway and readjust the route direction and length, on that basis, propose a more accurate route direction.

He also requested relevant departments and branches to evaluate how to exploit the potential strengths of this route, calculate the total investment, the necessity of the expressway, and report to the Provincial People's Committee for consideration.
