The project investment capital balance is quite large.
As of 2024, the Land Development Fund has provided capital for 29 projects in Lam Dong province before the merger with a total disbursement of VND 569 billion. The timely capital provision has ensured the progress and effectiveness of infrastructure construction projects, land use rights auctions, and resettlement land fund creation, contributing to improving the quality of life for people in the project area.
Previously, on June 24, 2020, the Environmental Protection Fund and the Land Development Fund merged to become the Environmental Protection and Land Development Fund of the old Dak Nong province. Thereby, as of June 30, 2025, the fund's outstanding capital balance is more than 25 billion VND for the Gia Nghia City New Urban Area project and the Dak R'lap District Domestic Waste Treatment Project, the old Dak Nong province.
Next, on April 16, 2025, the old Lam Dong Province Land Development Fund established an initial charter capital of nearly 290 billion VND, operating under a trust model for the Lam Dong Development Investment Fund to manage. The remaining capital as of June 30, 2025 is more than 12 billion VND for the project of Building infrastructure for residential areas and Fi Nom market, Duc Trong commune, new Lam Dong province.
According to the construction and development goals until 2030, in addition to key projects including: Tan Phu - Bao Loc and Bao Loc - Lien Khuong Expressways; the North - South Expressway in the West, Gia Nghia (old Dak Nong) - Chon Thanh (old Binh Phuoc); Nha Trang - Lien Khuong Expressway; upgrading National Highway 28, National Highway 55; Lam Dong Provincial Administrative Center; social housing, prioritizing investment in large irrigation reservoir projects and complexes of bauxite and aluminum, aluminum and aluminum product processing factories, gradually forming the National Aluminum Industrial Center; renewable energy projects, nearshore wind power projects in coastal areas, offshore wind power.
At the same time, the province is implementing investment projects in economic zones, high-tech zones, Phu Binh Industrial Park; logistics centers, seaports, dry ports; upgrading and expanding Lien Khuong International Airport from 4D to 4E; completing and putting into operation Phan Thiet Airport; Son My 1 and 2 Industrial Parks; Nhan Co 2 Industrial Park; Son My LNG Port Warehouse; Son My 2 BOT Thermal Power Plant; Son My 1 BOT Thermal Power Plant; new urban areas, large-scale tourist and commercial areas in the area.
In addition, Lam Dong province also approved projects to invest in infrastructure and build Duc Trong Square; exploit land fund to build infrastructure for the clay mining area at Thanh My Tuynen Brick Factory; build infrastructure for residential planning areas in Di Linh commune...
The necessity of Lam Dong Land Development Fund
According to the specialized agencies of Lam Dong province, to meet the capital demand for implementing investment projects in the area, the initial charter capital of Lam Dong Provincial Land Development Fund needs more than 838 billion VND. Specifically, including 290 billion VND of charter capital of Lam Dong Provincial Land Development Fund before the merger; 548 billion VND from Lam Dong Provincial Environmental Protection Fund after reorganization and rearrangement. It is expected that the additional charter capital of Lam Dong Provincial Land Development Fund from the provincial budget's development investment expenditure in the three years of 2025, 2026 and 2027 will be about 2,000 billion VND.
The provision of operating capital of the Lam Dong Provincial Land Development Fund is not only for project investors using state budget capital, state units and organizations performing compensation, support and resettlement tasks according to the provisions of the law on land and the law on housing, but also allocated to each unit and organization according to the provisions of the law on land to create and develop resettlement land funds, create land funds to organize auctions of land use rights to pay to the state budget; organize the implementation of land support policies for ethnic minorities and other tasks...
Thus, in the coming time, with the large number of projects being implemented in Lam Dong province, it will be necessary to provide capital to build infrastructure, create land funds and develop land funds for auctioning land use rights; creating resettlement land funds for projects is very large. While the local budget is still facing many difficulties, it is necessary to use capital from the Lam Dong Provincial Land Development Fund to implement projects.
