Hanoi demolishes structures to create a square east of Hoan Kiem Lake.

Hoan Kiem Ward (Hanoi City) is currently demolishing structures located within the land area being reclaimed for the construction project of the park square east of Hoan Kiem Lake.

On December 11th, machinery and workers were deployed to begin demolishing four structures located within the land acquisition area for the Phase 1 investment project - the park square east of Hoan Kiem Lake (Hoan Kiem Ward, Hanoi ).

According to a reporter from the News and Nation Newspaper, the section currently being demolished by the contractor is the former headquarters of a branch office under the Hanoi Department of Health , located at 22 Ly Thai To Street. This is considered an important step in preparing the site for the next construction phases of the Hoan Kiem Lake East Square and Park project.

Regarding the scope of demolition, Hoan Kiem ward stated that 17 agencies and organizations and 43 households will be affected, according to the approved design following the basic design phase. The demolition will be carried out according to technical procedures, which include demolishing from top to bottom, dismantling individual components, collecting waste, and erecting safety fences.

Hoan Kiem Ward further informed that the buildings currently undergoing demolition include: the State Treasury transaction office (197.1 m2); the Hanoi Golden Heart Charity Association headquarters (50.1 m2); the Population, Children and Social Evils Prevention Sub-Department headquarters (541 m2); and the Hanoi Association for the Blind headquarters (189.8 m2).

In the coming period, the local authorities will continue to prepare for the demolition of the Hanoi City People's Committee Office; the City's Citizen Reception Office; and 25 residential buildings belonging to households that have received compensation and handed over the land.

The demolition of the structure will be carried out according to the principle of "demolishing as soon as the site is handed over"; at the same time, it will ensure absolute safety for workers and the surrounding area, and strictly adhere to technical procedures.

In addition, authorities will implement measures to prevent and isolate fires if hazardous materials are present, and to handle toxic substances (if any). All measures are taken to ensure that the demolition work is carried out quickly and efficiently without compromising safety or affecting neighboring structures.

"During the implementation process, the Hoan Kiem Ward People's Committee will strictly comply with legal regulations on environmental protection, labor safety, fire prevention and control, and urban order. We will erect fences and place warning signs to ensure the safety of residents," the ward representative added.

Financial assistance has been paid to 25 households.

The project to build the square and park east of Hoan Kiem Lake, with the Hoan Kiem Ward People's Committee as the investor, is divided into two phases. Phase 1 focuses on constructing the above-ground parts of the square and park using public investment funds. Phase 2 involves constructing three underground levels beneath the square, connecting to station C9 of metro line 2, Nam Thang Long - Tran Hung Dao.

According to the Hoan Kiem Ward People's Committee, given the importance and progress requirements of the project, and to ensure the legitimate rights and interests of organizations, households, and individuals whose land is being acquired, the Hanoi City People's Committee has agreed on a number of specific policies and guidelines for compensation and resettlement support for the project.

In addition to prioritizing land allocation during compensation, Hoan Kiem ward has arranged resettlement with residential land in Dong Anh commune and Viet Hung ward for eligible households and individuals. Simultaneously, the City People's Committee has allocated resettlement housing in Viet Hung ward, providing households with additional options for resettlement in apartments.

From October until now, after inspecting the land and resettlement housing funds, the Hoan Kiem Ward Infrastructure Investment Project Management Board (under the Hoan Kiem Ward People's Committee) has paid two installments of compensation and support to 25 households within the project's land clearance area.
