Unlocking resources for development of the Central Highlands region

On June 27, at the scientific workshop "Promoting resources in socio-economic development in the Central Highlands provinces to 2030, vision 2045" organized by the Regional Political Academy III, many comments and proposals from experts and scientists were made to promote resources for socio-economic development in the Central Highlands in general and Da Nang in particular.

In his opening speech, Associate Professor Dr. Le Van Dinh, Deputy Director of the Regional Political Academy III, said that the Central - Central Highlands region includes 19 provinces and cities, of which the North Central and Central Coast regions have 14 provinces and cities associated with the marine economy and the Central Highlands region has 5 provinces with advantages in land and forests. In addition to the achievements, the management, exploitation, use and promotion of resources in the Central - Central Highlands region still have many limitations. Therefore, the workshop discussed solutions on how to mobilize resources to the maximum and use them effectively to contribute to the development of the region.

Associate Professor Dr. Bui Quang Binh, senior lecturer at the Faculty of Economics, University of Economics (University of Danang) proposed four solutions. The first is to change the regional development mindset to ensure the unity and objectivity of the market, accordingly, it is necessary to separate administrative space and regional economic space in the development policy planning of each locality and the whole region, no locality can be successful in the long term if it separates itself from the regional market and is confined within its own administrative space.

Second, the development method of each locality must be in the overall development of the region, overcoming the fragmentation and weak competitiveness of each locality. Third, development linkage needs to choose a suitable model for each sub-region and region. Finally, effectively implementing the planning towards the following goals: creating a unified economic space between sub-regions and regions; creating a socio-economic infrastructure system suitable for the long-term vision to both mobilize and exploit resources effectively; creating a legal basis for people and businesses to confidently invest in production development.

According to Associate Professor Dr. Tran Thi Minh Chau, lecturer at CMC University, former Deputy Director of the Institute of Economics, Ho Chi Minh National Academy of Politics, the fact that the National Assembly has just officially passed the resolution on specific mechanisms and policies of Da Nang on June 26 is an extremely important opportunity for the city to promote and mobilize the resources it is aiming for. In particular, it is necessary to pay special attention to developing the semiconductor industry, because this is an essential high technology, bringing high added value. After the National Assembly passes, the city needs to quickly complete institutional issues, policies and develop human resources to grasp this "billion-dollar" industry.

Dr. Le Duc Vien, Director of the city's Department of Science and Technology (DOST), said that many specific policies in the field of S&T of Da Nang that have just been approved by the National Assembly are expected to create a breakthrough in the city's socio-economic development strategy. Specifically, support for costs of hiring experts, direct labor wages, use of support services, use of technical facilities, incubators, co-working spaces, incubation costs, research and development, technology completion, trial production of innovative start-up products; allowing controlled testing of new technologies, products, services, and innovative business models within a certain scope...

Faced with these opportunities, the Department of Science and Technology continues to improve policies on attracting, using, and rewarding intellectuals, accompanying scientists, organizations, businesses, and industries to contribute to the city government in building Da Nang into a modern city, an innovative startup center with an important position in the regional development strategy, and an economic center that plays a driving role in growth and development of the Central Coast - Central Highlands region.
