On January 20th, information from the Ninh Binh Provincial Police stated that the Ninh Binh Provincial Police Investigation Agency had initiated criminal proceedings and applied a preventive measure prohibiting Chu Manh Duc (51 years old, residing in Ninh Khanh Ward, Ninh Binh City), Deputy Director of the Ninh Binh 35-02D Road Motor Vehicle Inspection Center, from leaving his place of residence.
Suspect Chu Manh Duc has been charged and is under investigation for bribery. The case has been under investigation and prosecution by the Ninh Binh Provincial Police since 2023.
Ninh Binh Road Motor Vehicle Inspection Center 35-02D
In connection with this case, in February 2023, the Ninh Binh Provincial Police Investigation Agency initiated a criminal case, indicted and temporarily detained Nguyen Sinh Phu (38 years old, residing in Ninh Khanh Ward, Ninh Binh City), Deputy Director of the Ninh Binh 35-02 Road Motor Vehicle Inspection Center, to investigate his alleged acts of bribery and forgery in his duties.
According to the initial investigation by the Ninh Binh Provincial Police, from 2021 until their arrest, the defendants, taking advantage of their position as Deputy Directors of the 35-02D Vehicle Inspection Center, received money from many car owners to provide fake vehicle modification documents and illegal inspection certificates.
Initially, the police determined that the amount of illicit profit the defendants earned from their illegal activities was nearly 400 million VND. The Criminal Investigation Department of the Ninh Binh Provincial Police is continuing to investigate and clarify the case.
