No need to confirm residence information for students taking transfer exams

The Director of the Hanoi Department of Education and Training clearly stated that parents should not be asked to verify their students' residential information.

At the conference on guidelines for recognition junior high school graduation for the 2022-2023 school year; guidelines for admission to kindergartens, grades 1, 6, and 10 for the 2023-2024 school year organized by the Hanoi Department of Education and Training on the afternoon of April 6, Mr. Tran The Cuong - Director of the Department of Education and Training affirmed that schools absolutely do not require parents or guardians of students to verify their residence information.

Mr. Cuong said: "Schools guide parents to declare information for enrollment, do not require parents to provide a certificate of residence information and a personal identification notice of the student. When parents come to register for enrollment, they only need to provide their name and personal identification code. From there, schools receive the information and transfer it to the police of the commune, ward, and town for verification. Thus, we have transferred the hardships of parents to the school and the police force, creating favorable conditions for student zoning."

At the conference, Major Nguyen Thanh Lam - Head of the Department of Administrative Management of Social Order, Hanoi City Police, said that currently, all citizen population data has been fully updated on the system.

The fastest and most convenient way for schools to verify students' residence information is to check directly on the parents' VNeID application, or ask parents to print the information on this application or on the National Public Service Portal to provide to the school.

To do this, schools need to promote and guide parents to activate level 2 electronic identification accounts.

In addition, the school can ask parents to declare their names and identification codes, then make a list of students whose information needs to be verified and send it to the police of the commune, ward or town to look up and sign confirmation, and return the results to the schools in the shortest time, ensuring the correct enrollment time.

In case parents forget their personal identification code, they can contact the local police to receive it via text message, without having to go to the police headquarters.

According to Major Nguyen Thanh Lam, the city police have also issued citizen identification cards to 100% of students aged 14 and above as required. If students have any problems related to citizen identification cards, the school will directly contact the police of the commune, ward or town where the school is located to request a solution to help students register for admission.

Schools need to carefully notify parents about providing accurate information to avoid cases where incorrect information will affect students' rights.

Major Lam said that Hanoi City Police have reviewed all changes since the birth of the students to determine specific residence information. All data and records on citizens' residence have been digitized, making it easier for units to exploit information.

Major Nguyen Thanh Lam affirmed that the city police are ready to support schools in verifying students' residential information. If any unit refuses or obstructs the verification of information, the school and parents can notify the district police or call the city police hotline directly for timely correction.

During the enrollment process for kindergarten, grade 1, and grade 6 in the 2023-2024 school year, schools do not require parents to provide a certificate of residence information; at the same time, students' personal information is kept confidential according to regulations.

In the 2023-2024 school year, Hanoi plans to continue enrolling 5-year-old children, first and sixth graders in both in-person and online forms.

Specifically, from July 1-9, parents of each grade have 3 days to register their children online. Parents who have not registered online or have not registered successfully can come to the school to submit their application directly from July 13-18.
