According to the latest statistics, the total value of public investment disbursement nationwide is estimated to reach about VND 264,800 billion by June 30, 2025, equal to 32.06% of the plan, higher than 2024 in both value and rate. This is the result of the drastic participation of the Government and ministries, branches and localities in the past 3 months, if we know that, by the end of the first quarter of 2025, the total disbursement value nationwide only reached VND 78,712 billion, equal to 8.98% of the plan, reaching 9.53% of the plan assigned by the Prime Minister .
However, the disbursement results in the first 6 months of the year also showed that only 8 ministries, central agencies and 37 localities had disbursement rates above the national average; 58 ministries, central agencies and localities had disbursement rates below the national average.
Some ministries, sectors and localities that were once considered the locomotives with very large disbursement volumes have not been able to accelerate, and have not even reached the average disbursement level, while in reality, new difficulties and problems have appeared.
Specifically, some projects with local authorities as the managing agencies are scheduled to be completed in 2025, but the volume is still large, while this year's rainy season came earlier than usual (May 2025) and is expected to last until the end of October 2025. This situation has significantly affected the construction progress and may affect the plan to complete 3,000 km of expressway.
In particular, from July 1, 2025, the merger and organization of two-level government in many localities according to Law No. 72/2025/QH15 and Resolution No. 202/2025/QH15 of the National Assembly may cause some disruptions in the management and direction of infrastructure projects using public investment capital.
In order for the flow of public investment capital not to stagnate in the last 6 months of 2025, ministries, central and local agencies need to strictly implement the Government 's resolutions, directives, telegrams of the Prime Minister and guiding documents of Government leaders on urging the allocation and disbursement of public investment capital in 2025, thereby determined to disburse 100% of the plan assigned by the Prime Minister.
Thus, the heads of ministries, branches and localities must uphold their sense of responsibility, promote the role of the head in leading, directing and organizing implementation; "only discuss, not discuss backward"; regularly review, urge, promptly detect and remove difficulties and obstacles arising in each project, especially key projects. In addition, it is necessary to "individualize" the responsibility to each individual; consider disbursement results as one of the important bases for assessing the level of completion of annual tasks of each organization and individual. In addition, it is necessary to urgently review and evaluate the disbursement implementation situation for each project; classify projects according to the level of disbursement (good, slow, unable to disburse...), thereby building a specific disbursement schedule for each month and quarter and having specific, appropriate solutions, promoting disbursement to achieve the set target; resolutely carry out site clearance work, mobilizing the entire political system to participate.
In implementing the two-level government and merging provinces and cities, localities need to urgently complete documents and procedures to adjust or unify plans to transfer capital plans from the district level to the provincial level or down to the commune level, ensuring that there is no congestion in the disbursement flow. Localities must also proactively discuss with the Ministry of Finance, the Ministry of Construction and relevant agencies to understand specific instructions. In particular, it is necessary to promote discipline, order, strengthen inspection and supervision; strictly handle investors, project management boards, contractors who intentionally cause difficulties, obstruct, and delay the progress of capital allocation and disbursement; review and promptly handle weak and negative officials who do not complete assigned tasks.
Focusing on implementing the above solutions well will not only contribute to completing the disbursement of public investment capital in the last 6 months of 2025, but also promptly putting many key infrastructure projects into operation on schedule, promoting investment efficiency. This is also one of the important factors contributing to the implementation of the economic growth target of 8% or more in 2025, while creating momentum for the economy to strive for double-digit growth in the following years.
