On September 16, the Ministry of Health sent an official dispatch to hospitals under the Ministry of Health and the University of Medicine and Pharmacy Hospital; Departments of Health of provinces and centrally run cities; and Health of Ministries and Sectors on ensuring medical examination and treatment and support to overcome the consequences of storms and floods.
The document stated: Storm No. 3 with very strong intensity and the floods and landslides after the storm caused extremely serious consequences for people, property, public works and people's lives. Many medical examination and treatment facilities were affected and damaged, especially in provinces and cities such as Quang Ninh, Hai Phong, Thai Binh, Hung Yen, Hai Duong, Hanoi , Lao Cai, Yen Bai, Thai Nguyen, Tuyen Quang, Lang Son, Hoa Binh and many other provinces.
In that context, hospitals, medical centers, medical stations, etc. still stand firm, ensuring medical examination and treatment to serve the people, strictly following the instructions in the Prime Minister's dispatches and the Ministry of Health's documents on storm and flood prevention.

According to a quick report from the localities, to date, there has been no case that has not received emergency care and timely treatment. Hospitals have prepared to deal with the super typhoon, moving patients and equipment to higher floors, preparing human resources, medicine, generators, etc. to treat patients.
At some hospitals in Hai Phong City and Quang Ninh Province, due to prolonged power outages and running out of fuel for generators, staff were mobilized to squeeze balloons by hand, wholeheartedly saving the lives of patients; medical facilities in the northern mountainous provinces actively treated victims buried or injured by the storm and the rain, wind, and landslides after the storm; many medical staff waded through mud and floods with the people to cope with and overcome the consequences...
In the face of the seriousness, urgency and compassion in caring for patients of the entire health system, the Ministry of Health highly appreciates and warmly commends the spirit of sacrifice and selfless work of the medical staff in the localities.
To continue implementing the Prime Minister's direction, to quickly overcome the consequences of storms and floods, maintain and ensure conditions to effectively carry out the work of protecting and taking care of people's health, the Ministry of Health has the following opinions:
Firstly, for hospitals under the Ministry of Health, hospitals under Medical and Pharmaceutical Universities and hospitals in other provinces and cities with professional conditions, not affected by storms and floods, be ready to support, establish working groups to increase human resources for treatment and disease prevention for hospitals in provinces and cities affected by storm No. 3 when necessary; support, connect for remote medical consultation and treatment, receive patients...
Second, for hospitals and medical facilities in areas affected by storm No. 3, continue to promote the spirit of "A good doctor must be like a mother" of a physician, be ready and wholeheartedly serve patients; in cases beyond capacity, transfer to another facility or request support for remote examination and treatment.
The Ministry of Health notes that it will not collect hospital fees for expenses not covered by health insurance for victims in accordance with the Prime Minister's instructions, and will compile treatment costs and report to the Department of Health. Coordinate the receipt, distribution, and use of support funds from organizations and individuals in accordance with the law.
At the same time, review facilities, equipment, medicines, supplies, etc. and proactively propose timely solutions and supplements to ensure routine medical examination and treatment.
Third, the Department of Health of provinces and cities affected by storm No. 3 needs to strengthen on-site monitoring, closely direct, grasp the situation of local medical facilities and provide immediate support if necessary to quickly overcome the damage and bring medical examination and treatment activities back to normal.
The Department of Health directs the CDC to coordinate with local authorities to ensure clean water, environmental sanitation and disease prevention. Prepare plans to deal with the scenario of increased epidemics after storms and floods and diseases such as diarrhea, poisoning, dermatitis, etc.
Summarize the treatment costs of victims in the area and the damage caused by storms and floods, and report to the Provincial People's Committee for timely solutions./.
