No separate ceremony to award and receive emulation titles or forms of reward

Emulation titles and forms of rewards prescribed in the Law on Emulation and Rewards are announced, awarded and received according to the provisions of this Decree, including:

Medals: "Golden Star Medal", " Ho Chi Minh Medal", "Independence Medal", "Military Exploit Medal", "Labor Medal", "Fatherland Protection Medal", "Heroic Exploit Medal", "National Great Unity Medal", "Bravery Medal", "Friendship Medal";

State honorary titles: "Heroic Province", "Heroic City"; "Heroic Vietnamese Mother"; "Hero of the People's Armed Forces"; "Hero of Labor"; "People's Teacher", "Meritorious Teacher"; "People's Physician", "Meritorious Physician"; "People's Artist", "Meritorious Artist"; "People's Artisan", "Meritorious Artisan";

"Ho Chi Minh Prize", "State Prize";

Medals: "Victory Flag Medal", "For National Security Medal", "Glorious Soldier Medal", "Friendship Medal"; "Glorious Youth Volunteer Medal";

"Certificate of Merit from the Prime Minister ";

" Government Emulation Flag";

"National emulation fighter".

The awarding and receiving of emulation titles and forms of commendation are under the authority of ministries, departments, branches and provinces; emulation titles and forms of commendation are under the authority of agencies and units under ministries, departments, branches and provinces and are implemented according to the provisions of this Decree.

The Decree also stipulates requirements for awarding and receiving emulation titles and forms of commendation.

Specifically, the organization of the awarding ceremony, receiving emulation titles, and forms of commendation must have the meaning of honoring collectives and individuals, educating the tradition of patriotism and revolutionary ideals; associated with patriotic emulation movements and performing the tasks of socio-economic development, ensuring national defense and security of the locality and the country; ensuring safety, solemnity, thrift, efficiency, without ostentation or formality.

Practice civilized lifestyle, preserve cultural values and national identity in awarding and receiving emulation titles and rewards.

Do not organize separate ceremonies to award and receive emulation titles and forms of commendation. They can only be organized in combination with the celebration of major national holidays, founding days, traditional days of ministries, departments, branches, localities, units, summary conferences according to specific programs and in accordance with the provisions of this Decree (except for the case of awarding forms of commendation for outstanding achievements, commendation for resistance achievements and the title "Heroic Vietnamese Mother").

The representative of the collective or household leader who is awarded directly receives the emulation title and the form of commendation from the collective or household. The individual who is awarded directly receives the emulation title and the form of commendation. In case of posthumous award, the representative of the family of the person who is awarded posthumously receives it on their behalf.

Awarding emulation titles and forms of commendation from high to low ranks. In case of the same form of commendation, awarding to the collective or household first, then the individual; awarding first, posthumously awarding later. In case of emulation titles and forms of commendation decided by the same level, awarding emulation titles first, then the form of commendation; awarding to the collective first, then the household or individual; awarding first, then posthumously awarding later.

During the announcement, awarding and receiving of emulation titles and forms of commendation, irresponsible people are not allowed to present flowers, film or take photos on the stage. Parades or processions are not allowed to be held to receive emulation titles and forms of commendation./.
