The Government Office has just issued Notice No. 537/TB-VPCP dated October 5, 2025, concluding the conclusion of Deputy Prime Minister Le Thanh Long at the meeting on the implementation status of the investment project to build Facility 2 of Viet Duc Friendship Hospital and the investment project to build Facility 2 of Bach Mai Hospital.
The conclusion announcement stated that the Deputy Prime Minister acknowledged the efforts of the Ministry of Health , the Project Management Board, contractors and relevant ministries and agencies in organizing and implementing the activities of the two project works after Resolution No. 34/NQ-CP dated February 13, 2025 of the Government on mechanisms and solutions to handle difficulties and obstacles in the investment project to build Facility 2 of Bach Mai Hospital and the investment project to build Facility 2 of Viet Duc Friendship Hospital was issued; relevant ministries, agencies and units have gradually overcome difficulties and removed obstacles to resolve and complete a large volume of work in a short time (the construction progress of the bid packages reached 90 - 95% of the workload at the Facility 2 project of Viet Duc Friendship Hospital and 80 - 99% of the workload at the Facility 2 project of Bach Mai Hospital).
Although there has been progress in implementing two project works, many works are behind schedule compared to the set plan.
Construction progress at the two projects has not met requirements and has not been completed on time as committed; construction manpower only reaches 30-70% of requirements.
The arising problems (related to the design estimate plan for construction drawings; changes in architectural design of the site; requirements for interconnection and synchronization of hospital management software; procedures for purchasing and installing equipment; changes in fire prevention and fighting standards and the improvement of project management personnel...) have not been completely resolved.
In addition, over time, many types of equipment change or stop production; many devices, especially IT devices, have been installed but are broken or not suitable for current practical requirements.
The exchange between relevant agencies is prolonged; solutions have not been implemented decisively and promptly.
To complete the two projects on schedule and put them into use before November 30, 2025, as directed by the Government, the Prime Minister, Deputy Prime Minister, the Ministry of Health, the Project Management Board (Investor), contractors and relevant ministries and agencies must be truly determined and make more efforts, be more active and proactive to maximize resources, resolutely, synchronously and effectively implement the tasks and solutions set out, ensuring quality and compliance with legal regulations.
The Deputy Prime Minister assigned the Ministry of Health to preside over and closely coordinate with relevant ministries and agencies to direct relevant units to seriously and fully implement Resolution No. 34/NQ-CP; thoroughly resolve arising issues, promptly approve the design estimates for construction drawings; and complete before October 10, 2025.
For issues not directly related to the construction drawing design estimate, direct the Project Management Board to coordinate with relevant units to resolve them before October 6, 2025; direct the Project Management Board to coordinate with contractors to urgently and focus on completing the fire prevention and fighting acceptance records and send them to the fire prevention and fighting agency of the Ministry of Public Security before October 10, 2025.
