Construction of inter-level boarding schools in border communes started simultaneously on November 9.

The Prime Minister agreed to organize a groundbreaking ceremony in person combined with online broadcast for all primary and secondary boarding schools in the border communes on November 9.

The Government Office issued Document No. 10545/VPCP-KGVX dated October 31, 2025, conveying the direction of Prime Minister Pham Minh Chinh on preparing for the groundbreaking ceremony for the construction of primary and secondary boarding schools in land border communes.

Specifically, Prime Minister Pham Minh Chinh agreed to organize a groundbreaking ceremony in person combined with online simultaneous construction of primary and secondary boarding schools in land border communes on November 9, 2025, according to the proposal of the Ministry of Education and Training (in Document No. 6994/BGDĐT-KHTC dated October 30, 2025).

The Prime Minister assigned the Ministry of Education and Training to preside over and coordinate with relevant ministries, agencies, localities, Vietnam Television, the Military Industry-Telecoms Group, and the Vietnam Posts and Telecommunications Group to carefully prepare the necessary conditions for the groundbreaking ceremony; carefully review and complete the program, script, composition, content, and draft speech of the Prime Minister; and report to the Prime Minister before November 4, 2025.

At the same time, the Prime Minister assigned the Ministry of Finance to complete procedures according to regulations for the amount of 1,500 billion VND saved from Party Congresses at all levels to allocate to the Ministry of Education and Training to build inter-level schools in border communes.

At the meeting on July 17, 2025, considering the proposal of the Ministry of Education and Training on the policy of investing in building schools for land border communes, the Politburo concluded: agreeing on the policy of investing in building boarding schools for primary and secondary levels in 248 land border communes.

Investing in building schools for land border communes is a key and important task in socio-economic development and implementing ethnic policies to improve people's knowledge and human resource quality, create a source of cadres from ethnic and local people, improve the material and spiritual life of people in border areas, and contribute to strengthening national defense and security.

In the immediate future, the pilot investment will complete the construction or renovation of 100 schools by 2025 (no later than the opening of the next school year).

These schools will be models for further widespread implementation, completing the investment goal of building 248 schools in the next 2-3 years.

Schools that receive investment must ensure technical standards, scale, area of ​​the school and classrooms; have adequate facilities to serve learning, cultural, spiritual, physical training, living conditions and absolute safety.

At the meeting to launch the campaign to build 100 schools for border communes on the evening of July 27, 2025, the Prime Minister emphasized that this is a major and important decision that must be promptly organized and successfully implemented. By August 30, 2026 at the latest, the construction of 100 schools must be completed. After that, a preliminary review will be conducted, lessons learned, and the program will be gradually expanded to complete the entire program.
