On the afternoon of November 8, in Hanoi , the Government Office held a regular Government press conference for October 2025 and 10 months of 2025. Minister and Head of the Government Office Tran Van Son chaired the press conference.

At the press conference, Minister Tran Van Son said that many international organizations continue to positively and optimistically assess Vietnam's economic situation and forecast that by 2025 Vietnam will be among the top countries with the highest growth in the region and the world.

Minister Tran Van Son announced the online October 2025 Government meeting with localities chaired by Prime Minister Pham Minh Chinh on the morning of November 8 with many important discussion contents such as: in the difficult context, thanks to the correct and timely leadership of the Central Government, regularly and directly by the Politburo, the Secretariat, headed by General Secretary To Lam; the coordination, accompaniment and supervision of the National Assembly; the participation of the entire political system; the correct, drastic, practical and effective direction of the Government, the Prime Minister, ministries, branches and localities; the support and active participation of the people, the business community and the cooperation and assistance of international friends, the socio-economic situation continues to trend positively, each month is better than the previous month, 10 months are better than the same period in 2024 in most areas.

According to Minister Tran Van Son, the macro economy is stable; inflation is controlled; growth is promoted; major balances of the economy are ensured; the average consumer price index in the first 10 months increased by 3.27%.

Total import-export turnover in 10 months reached over 762.4 billion USD, up 17.4%; trade surplus was nearly 19.6 billion USD. All three sectors of agriculture, industry and services developed well; the agricultural sector remained stable despite many localities being hit by storms and floods; industrial production increased by 9.2%; total retail sales of goods and consumer service revenue increased by 9.3%.

Minister Tran Van Son informed that the Government continues to focus on accelerating infrastructure projects; it is expected to complete 3,245 km of expressways and 1,711 km of coastal roads in 2025; and prepare to organize the inauguration ceremony and start construction of a series of works and projects on December 19, 2025. Along with that, in 10 months, disbursement of public investment capital reached 491 trillion VND, reaching 54.4% of the plan. Total registered FDI capital increased by 15.6% over the same period; realized FDI capital increased by 8.8%.

Business development continued to flourish, with 266,000 newly registered and re-opened businesses in the first 10 months, up 26.5%. The purchasing managers' index in October rose to 54.5 points. In addition, local governments at both levels generally operated smoothly; administrative procedure reform was promoted.

Regarding the socio-economic situation in localities, the Minister shared that many localities achieved high growth rates; 16 localities had GRDP growth of 8% or more in the first 9 months (of which 6 localities increased by over 10%, namely Quang Ninh, Hai Phong, Ninh Binh, Phu Tho, Quang Ngai, Bac Ninh). This has been positively and optimistically assessed by many international organizations about Vietnam's economic situation and forecasted that by 2025, Vietnam will be among the top countries with high growth in the region and the world.

In addition to the achieved results, the Minister said that the economy still has limitations, shortcomings and many difficulties and challenges: inflation, exchange rates and interest rates are still high; production and business activities in some areas are still difficult, especially small and medium enterprises; the number of businesses that have stopped operating is still large (over 190,000); the 2-level local government model in some places is still confused and not synchronized; natural disasters, storms, floods, prolonged heavy rains have severely affected production, business and people's lives (preliminary estimated damage is about 40,000 billion VND, reducing about 0.2 percentage points of GDP growth nationwide in 2025); gold prices and real estate prices remain high...

Minister Tran Van Son said, speaking at the online Government meeting in October 2025 with localities, the Prime Minister emphasized: In the coming time, it is necessary to continue to grasp the situation, respond proactively, promptly, flexibly and effectively with policies; resolutely not retreating, not being pessimistic in the face of difficulties; not being subjective in the face of advantages; and steadfast in achieving the set goals.

Regarding the key tasks and solutions in the coming time, the Prime Minister requested ministries, branches and localities to resolutely, promptly and effectively implement the resolutions and conclusions of the Central Committee, the Politburo and the Secretariat, especially Conclusion No. 199-KL/TW of the Central Committee dated October 10, 2025 on socio-economic development in 2025 - 2026, Resolutions of the National Assembly, the Government and directions of the Prime Minister, most recently Resolution 86/NQ-CP of the Government on implementing key tasks in the last months of 2025.

Focus on maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, creating a solid foundation for rapid and sustainable growth, continuing to implement proactive, flexible, timely and effective monetary policy, closely coordinating and synchronously with expansionary fiscal policy and other policies.

Focus on controlling inflation according to the set target, ensuring harmony and reasonableness between growth and inflation in both the short and long term; Maintain reasonable, flexible and effective exchange rates and interest rates; Ensure the gold and foreign currency markets operate stably and healthily, tightly control risks; Focus credit capital on production and business, growth drivers; Tightly control credit, avoid risks for each credit institution and systemic risks. Further promote public investment, promote disbursement of FDI capital, private investment; take advantage of low public debt and government debt to mobilize capital for development investment.

Minister Tran Van Son also said that the Prime Minister requested to renew traditional growth drivers and strongly promote new growth drivers and strive to disburse 100% of the public investment capital plan; cut all cumbersome administrative procedures, strongly attract FDI, especially capital for implementation; strongly promote private investment. At the same time, strongly develop the domestic market, especially e-commerce; strengthen trade promotion, promotions, discounts, fairs, tax exemptions, fees, charges, especially during holidays and Tet.

In addition, deploy large-scale, high-quality trade promotion programs in key markets; promote negotiations and strive to sign FTAs ​​with Mercosur and the Gulf Cooperation Council (GCC) in 2025. Effectively implement the Protocol to Upgrade the ASEAN-China FTA (ACFTA 3.0) recently signed in Malaysia.

Effectively deploy and operate the two-level local government model, focusing on removing difficulties and obstacles for long-standing projects and focusing on preventing and overcoming the consequences of storms and floods, quickly restoring production and stabilizing people's lives.
