
Continuing the 10th Session, on the morning of November 11, the National Assembly listened to the Government Inspector General, authorized by the Prime Minister, present the Proposal for the Law on amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations. The Chairman of the National Assembly's Committee for People's Aspirations and Supervision presented the Report on the examination of the Law on amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations.
The Minister of Finance , authorized by the Prime Minister, presented the Submission on the draft Law on Investment (amended). The Chairman of the National Assembly's Economic and Financial Committee presented the Examination Report on the draft Law on Investment (amended).
The Minister of Public Security , authorized by the Prime Minister, presented the Report on the draft Law on Drug Prevention and Control (amended). The Chairman of the National Assembly's Committee on Culture and Social Affairs presented the Report on the review of the draft Law on Drug Prevention and Control (amended).
Afterwards, the delegates discussed in the hall about: Draft Law on Civil Judgment Enforcement (amended); Draft Law on Judicial Expertise (amended). The Minister of Justice explained and clarified a number of issues raised by National Assembly delegates.
In the afternoon, the National Assembly discussed in groups about:
+ Draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciation.
+ Draft Law on Investment (amended).
+ Draft Law on Drug Prevention and Control (amended).
Strive for at least 50% of communes to be "drug-free" by the end of 2030
Faced with the complicated and sophisticated developments of drug crimes and social evils in the new situation, the research, development and promulgation of the Law on Drug Prevention and Control (amended) is extremely necessary to meet practical requirements, perfect the legal basis, and improve the effectiveness of drug prevention, combat and rehabilitation in the current period.
According to the assessment of the Ministry of Public Security, drug crimes continue to increase in the number of cases, subjects, and quantity of seized evidence; Vietnam is facing the risk of becoming an international drug transit area; drugs are infiltrating schools, increasing young addicts, causing many serious consequences for social order and human safety. In addition, the implementation of the 2021 Law on Drug Prevention and Control has revealed a number of limitations and inadequacies. Some regulations are not suitable to reality, such as: The management of illegal drug users still lacks coercive sanctions when they do not comply with testing requirements; determining addiction status, organizing drug rehabilitation, and post-rehabilitation management face many difficulties; are not consistent with the provisions of the Law on Handling of Administrative Violations; inter-sectoral coordination mechanisms are still overlapping and lack binding force...
Especially from July 1, 2025, when the administrative apparatus is reorganized according to Resolution No. 190/2025/QH15, there will be no more district-level administrative units, and at the same time the task of state management of drug addiction treatment and post-treatment management will be transferred from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Public Security, amending the Law is extremely necessary to ensure consistency and smoothness in law enforcement.
The development and promulgation of the Law on Drug Prevention and Control (amended) is based on a solid political and legal foundation, aiming to institutionalize the Party's policies and guidelines in Directive No. 36-CT/TW dated August 16, 2019 and Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat; at the same time, continuing to concretize the spirit of Resolution No. 22-NQ/TW in 2018 on innovation and reorganization of the Ministry of Public Security apparatus to be streamlined and operate effectively and efficiently.
The amendment of the Law aims to effectively implement the National Target Program on Drug Prevention and Control by 2030 approved by the Government under Resolution No. 50/NQ-CP dated March 13, 2025 and approved by the Ministry of Public Security under Decision No. 7619/QD-BCA dated September 8, 2025 with specific tasks and solutions. Strive to achieve 20% of communes, wards and special zones being "drug-free" in 2025 and by the end of 2030 at least 50% of commune-level administrative units nationwide being "drug-free", 15-20% of provinces and cities being drug-free; promoting the combined strength of the entire political system and the entire population in drug prevention and control work.
