Test the power of "four on the spot"

The forces are actively practicing, ready for the provincial-level fire fighting and rescue plan drill in 2025.

Implementing the drill plan, the Provincial Police - the Standing Advisory Agency has proactively developed a scenario, coordinated with relevant forces to organize fire fighting and rescue drills at the Erex Sakura Tuyen Quang Biomass Fuel Factory (Erex Sakura Biomass Tuyen Quang Co., Ltd.), located in Long Binh An Industrial Park, Binh Thuan Ward. This is a factory with a production process using flammable materials, posing a high risk of fire safety.

According to the plan, the live-fire exercise will be organized on a large scale, mobilizing many forces such as police, army, electricity, medical , civil defense and other specialized forces with specialized vehicles and equipment. The goal is to test the leadership, direction, operation and coordination capacity between the Fire Police and Rescue forces with on-site forces when large and complicated fire and explosion situations occur.

Currently, the forces are entering the peak training phase, closely following the approved scenario and plan. From the Fire Police and Rescue Force, the Provincial Military Command, Erex Sakura Biomass Tuyen Quang Company, civil defense... all actively participate. Each component is assigned clear tasks, trained in techniques, operations, professional movements and close coordination plans, ensuring that when entering the official exercise, it achieves the highest efficiency and absolute safety for people and vehicles.

Lieutenant Colonel Do Van Hanh, Head of the Fire Prevention and Rescue Police Department, Provincial Police, Head of the Steering Committee's Support Team for the Provincial-Level Exercise, said: Through the training process, the forces will coordinate closely to review and supplement the plan, ensuring that each officer, soldier, and participating unit has a firm grasp of the task, operates proficiently, and coordinates smoothly during the official exercise. Thereby achieving the important goal of checking and evaluating the ability to mobilize forces, means, and command and control capacity of agencies, units, and facilities in the province when a fire, explosion, or complex accident occurs.

This exercise is an opportunity to test the practical effectiveness of the "four on-site" motto (on-site command, on-site forces, on-site means, on-site logistics), thereby drawing valuable lessons in handling fire, explosion, and complex incident situations. The key contents of the exercise include: operating the command and control mechanism, simulating fire situations; deploying fire fighting and search and rescue; evacuating and rescuing victims; moving and protecting property; ensuring communication, medical, and logistics. All have been planned in detail, assigned clearly, and practiced seriously.

It is expected that this week, the forces will conduct a general rehearsal, before organizing an official exercise on January 18. According to the scenario, the hypothetical situation is a fire, explosion combined with a complex technical incident occurring in the main production area of the factory, requiring quick, precise, and smooth coordination between many forces to control, rescue people, overcome the consequences and ensure the safety of the area.

With the close direction of the Provincial People's Committee, the synchronous coordination and high sense of responsibility of the forces, the provincial-level fire fighting and rescue plan exercise in 2025 promises to be successful, safe and of high quality. This is not only a comprehensive inspection and assessment of the strength of the "four on-site" motto, but also contributes to improving the capacity to respond to fire and explosion incidents, consolidating the fire safety and rescue posture in the province, serving socio-economic development, ensuring security and order.
