On the afternoon of November 10, at Quan Ba ​​commune, comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee worked with the Standing Party Committees of the communes: Quan Ba, Nghia Thuan, Tung Vai, Can Ty, Lung Tam, Yen Minh, Thang Mo, Bach Dich, Mau Due, Ngoc Long, Du Gia, Duong Thuong on the socio-economic development situation, directions and tasks for the last months of 2025.

At the meeting, local leaders affirmed that the targets and tasks assigned for the year are basically being implemented on schedule. At the same time, they committed to completing and exceeding the socio-economic development targets for 2025. The activities of the two-level local government have basically stabilized. Border communes have actively coordinated with the Department of Education and Training to review, search and select land funds to build inter-level boarding schools. However, some communes still lack staff; natural disasters have caused a lot of property damage, especially landslides due to the impact of storms No. 10 and 11...

The leaders of Quan Ba ​​commune reported an overview of the implementation of the two-level local government and the commune's orientations in the coming time.

To ensure the effectiveness and efficiency of leadership and direction at the grassroots level, localities propose that the Provincial People's Committee and departments and branches have unified guidelines on quality standards and prices of tourism services; soon have common and specific standards and criteria on new rural and urban areas for communes after the merger to have a basis for implementation; have guidelines on evaluating cadres and rewarding civil servants in 2025; give policies on adjusting commune planning after the rearrangement; pay attention to investing in eliminating low mobile signal areas and investing in national grid infrastructure for villages and residential areas without electricity; invest in building anti-erosion embankments for residential areas at high risk of landslides; provide guidance on investment procedures for projects with capital sources under 20 billion VND; pay attention to investing in upgrading provincial road 176b, Mau Due - Duong Thuong section and the road from the old Thai An commune to Duong Thuong commune which has seriously degraded; raise enrollment targets for grade 10 at high schools...

Leaders of Nghia Thuan commune proposed the province's support for investment in embankments to prevent landslides in border areas.

At the meeting, leaders of departments and branches answered the recommendations of localities. At the same time, they requested localities to promptly carry out procedures to establish public service units and gratitude funds of communes; ensure the completion of disbursement of assigned capital sources; speed up the handover of investment projects from the old district-level investment project management board to communes; arrange headquarters and surplus equipment after the arrangement; promptly hand over documents on land for power projects, etc.

The leaders of the Department of Home Affairs answered some recommendations on personnel work of the communes.

Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc highly appreciated the performance of the communes after the merger when some localities were at the top in performing administrative procedures. At the same time, he hoped that the communes would share the difficulties of the province when they could not immediately invest in infrastructure, human resources and means for some communes.

Chairman of the Provincial People's Committee Phan Huy Ngoc emphasized: The policy of implementing a two-level local government is to have grassroots cadres closer to the people, directly guide, support, and serve the people, helping people have higher incomes to escape poverty soon and improve their lives. He requested that communes proactively and flexibly arrange cadres in accordance with task requirements, the right people, the right jobs; pay attention to fostering and providing professional training for the cadre team.

Comrade Phan Huy Ngoc said that economic development in highland localities can only focus on agriculture and tourism. Therefore, local Party committees and authorities must research, mobilize and encourage people to change the structure of crops and livestock with higher value; exploit potentials and advantages, promote local tourism brands, develop tourism and services, attract investment in tourism infrastructure, thereby creating a movement of "every household, every person competing to do business".

Communes proactively coordinate with functional sectors to improve the quality of health care for people; actively patrol and protect borders and landmarks, ensure security, national defense, social order and safety in the locality; pay attention to investing and ensuring equipment for the Commune Public Administration Service Center to meet the spirit of service, creation, and reform of administrative procedures for people and businesses. Continue to effectively eliminate backward customs and practices, practice thrift, and build a civilized lifestyle. Encourage the younger generation to exploit digital technology and social networks to develop the digital economy, increase family income, and contribute to the local budget.

The Chairman of the Provincial People's Committee requested that border communes and localities coordinate with specialized agencies to review and select locations, ensure clean land for the construction of inter-level boarding schools with an area of ​​3-4 hectares; and minimize compensation and site clearance during implementation.

On this occasion, the Provincial People's Committee Office presented equipment support from Phuong Dong Development Investment Joint Stock Company to the Public Administration Service Centers of 12 communes.
