Cao Bang needs to study solutions to complete disbursement of public investment capital.

Minister of Construction Tran Hong Minh highly appreciated Cao Bang province for its efforts in completing socio -economic development goals, especially social security and ensuring national defense and security. The Minister suggested that the province should study solutions to complete the disbursement of public investment capital, paying special attention to site clearance; increase revenue and save expenditure to allocate capital for key projects.

Regarding the implementation of two-level local government, the province needs to strengthen the arrangement and rotation of cadres, perform well and systematically the professional tasks of public investment and public asset management; plan to include in the planning the locations for building commune headquarters... In addition, the province also needs to do a good job of overcoming the consequences of natural disasters, digital transformation, and building social housing...

In the 10 months of 2025, the province's economic growth reached 6.42%, creating a premise to strive to complete the target of 8% for the whole year. Of which, the state budget revenue reached over 3,583 billion VND; total turnover reached 1.379 billion USD; completed the elimination of 6,684/6,702 temporary and dilapidated houses... However, the province still faces many challenges such as: 21 natural disasters occurred, especially 2 consecutive storms No. 10 and 11 causing damage of over 4,000 billion VND; African swine fever has complicated developments; progress in disbursement of public investment capital and national target programs, but the results achieved are still low...

The province recommends that the Government and the Ministry of Home Affairs provide financial support and necessary conditions to digitize documents of agencies and units across the province; allocate central budget to support Cao Bang province in the medium-term public investment plan for the 2026-2030 period to implement the Dong Dang - Tra Linh expressway project (phase 2); consider implementing the project under the "Special public investment project" for the Bac Kan - Cao Bang expressway project...
