Efforts to promote and support investment
The Van Don Economic Zone (EZ) was established by the Prime Minister in 2007 and its master plan was adjusted in 2020.
This economic zone is oriented towards being a multi-sectoral, multi-field coastal economic zone, high-end marine and island tourism, and comprehensive services; it serves as an international trade gateway to create unique, distinctive, modern products of high quality, with strong brands and international competitiveness…
After years of investing resources and promoting the attraction of strategic investors, the technical infrastructure and services in the area have now basically met development needs, creating a new and outstanding appearance for the Van Don Economic Zone.
Over the past period, the Van Don Economic Zone Management Board has proactively and flexibly promoted and supported investment in the Van Don Economic Zone, adapting to the specific situation and stages. They regularly publish projects and investment attraction strategies for the Van Don Economic Zone; organize direct meetings and communicate via phone, email, and social media to introduce specific projects to investors.
In addition, the Economic Zone Management Board regularly meets with and resolves difficulties and obstacles for ongoing projects; proactively coordinates with infrastructure investors to attract potential, reputable, and capable investors to form joint ventures and partnerships to quickly implement commercial, service, and hotel projects.
To date, the Van Don Economic Zone has 64 registered investment projects using non-budgetary capital, with a total capital of VND 62,900 billion (including 61 domestic investment projects with registered capital of VND 62,683 billion; and 3 FDI projects with capital of VND 226 billion).
Since the pilot establishment of the Van Don Economic Zone Management Board, the Van Don Economic Zone has attracted an additional VND 37,403 billion in non-budgetary investment capital, equivalent to 146.6% of the total capital attracted in the previous period. This includes attracting 9 new projects with a registered capital of VND 35,669 billion; and adjusting 10 projects with an additional registered capital increase of VND 1,734 billion.
Some typical projects include: Ao Tien high-end port with an investment of VND 613.3 billion; Ao Tien - Cat Linh high-end hotel and resort complex with an investment of nearly VND 4,000 billion; Crystal Holidays Harbor Van Don tourism, resort and entertainment complex with an investment of over VND 3,600 billion; Monbay Van Don high-end tourism, resort and entertainment complex, golf course and residential area with tourism interaction with an investment of over VND 24,800 billion; Van Hai high-end eco-tourism area with an investment of over VND 1,300 billion; New urban area northeast of Cai Rong port with an investment of over VND 1,000 billion; Dong Dong water reservoir with an investment of over VND 700 billion.
The aforementioned projects have seen significant resource mobilization and active implementation by investors. Many projects have been completed or are scheduled for completion and operation in 2023, including the Ao Tien high-end port, the Van Hai ecological resort, the Whyndham Garden Sonasea Van Don hotel, and the Van Don industrial cluster.

A crucial breakthrough
According to Mr. Cao Tuong Huy, Acting Chairman of the Quang Ninh Provincial People's Committee, the province is determined to develop the Van Don Economic Zone by 2040 into one of Vietnam's key economic development areas, ranking among the leading livable cities in the Asia-Pacific region; an international trade and business center in the region, ensuring a clean environment based on the application of green, environmentally friendly technologies.
Simultaneously, the goal is to develop this area into a dynamic economic center, focusing on tourism, high-end product manufacturing, and services; an attractive place for people to live, work, and enjoy leisure activities in harmony with nature…
In fact, the Van Don Economic Zone has been identified by the Central Government and Quang Ninh province as one of the two breakthroughs in the socio-economic development strategy, ensuring national defense and security not only for Quang Ninh province but also for the entire northern region in the future.
The Van Don Economic Zone boasts the most diverse and integrated infrastructure and transportation systems in Quang Ninh province. Specifically, the international airport, considered the gateway to the skies of Quang Ninh province, is located in Van Don. Meanwhile, the nearly 200km-long Hai Phong-Mong Cai expressway, running through the province, also uses Van Don as its central hub. This expressway has created new momentum and strength for the Van Don Economic Zone.
In particular, the recently opened Ao Tien High-Class Port, spanning nearly 30 hectares, has shortened travel time for tourists to the islands of Van Don and Co To districts, becoming a modern gateway to Bai Tu Long Bay and a key hub for marine and island tourism.
Furthermore, with the goal of developing the Van Don Economic Zone into a green, modern, and smart island-coastal city; a regional economic and cultural center; and a regional center for entrepreneurship, innovation, and international trade, the Van Don Economic Zone Management Board has also implemented and approved the zoning plans and detailed planning projects within the Van Don Economic Zone to serve as an important basis for attracting investment projects.
Each planning project is meticulously developed in accordance with the specific characteristics of the area, avoiding conflicts between different sectors and fields of development; ensuring harmony between economic development interests and the protection of the environment and ecological landscape.
