To ensure synchronized and effective implementation, in line with the advantages, practical conditions, and overall development of the city in the pharmaceutical industry, the plan identifies six groups of tasks.
Specifically, the city will improve the quality of drug distribution and supply to ensure that people have access to, can choose, and use safe, effective, and high-quality medicines at reasonable prices; and ensure that medicines are fully and promptly supplied to medical facilities.
Notably, the city will strictly manage the supply, bidding, and procurement of medicines at public healthcare facilities under its management; and promote and encourage the use of domestically produced medicines at these public healthcare facilities.
Furthermore, ensure sufficient personnel for clinical pharmacy work in healthcare facilities; strengthen drug information and clinical pharmacy activities, and monitor adverse drug reactions (ADRs) at healthcare facilities; provide complete and accurate information and instructions on drug use to healthcare professionals and patients. Simultaneously, promote drug counseling for users at retail pharmacies; and enhance drug information activities. Improve the quality of the Drug and Treatment Council's activities in healthcare facilities, and strengthen the participation of clinical pharmacists. Implement information technology applications to control and warn when prescribing drugs; and strictly manage drug information and advertising activities.
The city also invests in and upgrades infrastructure and equipment, alongside training to improve the capacity of personnel; develops a regional testing center with sufficient capacity to comprehensively control the quality of products licensed and managed by the Ministry of Health ; enhances testing capacity; strengthens sampling and quality control, and strictly controls the quality of medicines and medicinal herbs circulating in the market...
Regarding the development of medicinal plants, herbal medicines, and traditional medicines, the city will develop a list of priority medicinal plants for development; develop and cultivate medicinal plant varieties with high medical and economic value; and develop concentrated specialized medicinal plant growing areas linked to the establishment of a system for procurement, preservation, preliminary processing, processing, and consumption.
To promote the development of medicinal plants, the city will focus on training and improving the technical skills of management staff, technical staff, and producers in the technology of planting, caring for, and harvesting medicinal plants; transferring scientific and technical advancements in the cultivation and processing of medicinal plants according to the GACP WHO guidelines; strengthening information dissemination, promotion, trade promotion, and consumption of medicinal plant products; building, maintaining, and developing product trademarks and brands; and improving the capacity and quality of medical examination and treatment using traditional medicine.
Furthermore, it is necessary to enhance the capacity of state management agencies for pharmaceuticals at each local level; strictly manage the distribution and supply system; strengthen inspection, examination, and post-inspection activities. Strictly punish acts of manufacturing, exporting, importing, circulating, distributing, and supplying counterfeit and substandard drugs; and strengthen measures to manage drug prices.
In conjunction with the above tasks, the city will implement a full-process online public service to handle administrative procedures in the pharmaceutical sector; promote the application of information technology in the management of prescriptions, dispensing of prescription drugs, and drug use; and encourage the implementation of key projects in pharmaceutical science and industry…
