The working delegation inspected the contents of the general situation of bidding and contractor selection activities for bidding packages of the project and the inspected procurement estimates (from January 1, 2022 to April 30, 2025) of Army Corps 16.

In the past time, the 16th Corps has ensured the bidding and procurement of equipment, materials and goods; especially the implementation of contents related to products whose quality is self-declared by the enterprise list. The components of the dossier, the contractor selection process, the capacity assessment, technical standards of the product, the supervision, acceptance and payment are carried out by the 16th Corps in accordance with the provisions of law and the instructions of the Ministry of National Defense . 100% of the value of contracts and liquidation is in accordance with regulations, used for the right purpose required by the unit.

Through the actual inspection, the working group assessed that the 16th Corps strictly complied with the regulations on bidding, ensuring publicity, transparency, and proper procedures, contributing to improving the efficiency of using the defense budget. The group pointed out a number of shortcomings and limitations that need to be overcome and continued to be improved, especially the updating and archiving of records, and strengthening the control of the quality of input goods for products that enterprises self-declared their quality.

In his concluding remarks, Colonel Doan Phong Quang requested that in the coming time, the 16th Corps should continue to thoroughly grasp and strictly implement the provisions of the law on contractor selection in construction investment and product procurement; regularly do a good job of training and improving awareness and professional skills for the team of officers and employees working in bidding and procurement; strictly comply with the regulations of the State and the Ministry of National Defense in the process of contractor selection and bidding. The unit actively researches and applies information technology and digital transformation, contributing to improving the quality of bidding activities in the coming time.
