The General Department of Logistics and Technology, the General Department of Defense Industry and the General Department II, according to their functions and tasks, shall strengthen the direction, urging and inspection of units under their authority to ensure the safety of barracks, warehouses, stations, workshops, factories, weapons and equipment; prepare well for logistics and technical support to serve the work of responding to incidents, natural disasters and search and rescue; be ready to promptly supply and transport rescue supplies and equipment to help localities respond to and overcome the consequences of floods when ordered by the Ministry of National Defense .

Military Region 4 and Military Region 5 directed the Military Commands of provinces and cities from Quang Tri to Quang Ngai to proactively advise local Party committees and authorities to implement the 4-on-the-spot motto; inspect, review, adjust, and supplement plans and options close to reality, especially for residential areas along rivers, streams, low-lying areas at risk of flooding, isolation, flash floods, landslides, dykes, embankments, lakes, and key dams; arrange forces, means, communications, and supplies to be ready in key areas at risk of isolation and isolation; proactively relocate and evacuate people from dangerous areas to safe places and have plans to support food and necessities for people at evacuation sites, not letting people go hungry or lack shelter.

The General Staff requested the 34th Army Corps, the Border Guard, and other military branches and corps to direct their subordinate units to deploy measures to ensure the safety of barracks and warehouses; proactively coordinate and cooperate with local authorities where troops are stationed to carry out the task of preparing forces and means to promptly and effectively handle situations.

The Air Defense - Air Force and the 18th Army Corps inspected and reviewed plans, strategies, organized forces and vehicles to be ready to conduct search and rescue flights when ordered by the Ministry of National Defense.

The units organize implementation and report to the General Staff through the Ministry's Command and the Department of Rescue and Search and Rescue to serve monitoring and direction work.
