According to the Institute of Natural Resources and Environment Economics of Ho Chi Minh City, through experience and preliminary assessment of the current state of data that the Registration Office Branches are managing and using, it is stable and highly secure, the data storage and database access infrastructure is relatively safe. In addition, the staff at this unit are doing a good job in serving the people.
Meanwhile, in the document 70-Ttr/DU of the Ministry of Agriculture and Rural Development dated October 7, it was proposed to abolish the branch of the Land Registration Office from October 15, 2025 to complete the commune-level government to implement a one-stop shop for handling land procedures for people.
It can be seen that after the merger, Ho Chi Minh City is gradually completing data and administrative data; cleaning land data within 90 days; digitizing land data on lot numbers and plot numbers in the national database. When the database has not been digitized on cyberspace or in other words, the national data on land on VNeID has not been digitized, it is very necessary to postpone the time of the end of the Branch Office of Land Registration transferring to the commune-level government.
Therefore, the Institute of Natural Resources and Environment of Ho Chi Minh City recommends considering the feasibility and convenience of digitizing the database, it is necessary to postpone the completion time of the branches of the Land Registration Offices to the commune-level authorities after completing the national database. Because if implemented immediately in October 2025, it will be very difficult in terms of infrastructure, equipment and land data retrieval, including the human factor in terms of expertise, which will not be able to respond in time, causing more inconvenience to the people.
Previously, the Party Committee of the Department of Land Management proposed transferring the authority, functions and tasks of the Land Registration Office Branch to the People's Committee at the commune level. Meanwhile, the Land Registration Office remained intact.
