This is a Congress of digital transformation. For the first time, all documents are digitized on the "Digital Congress" platform, instead of printing paper documents. From a dynamic economic center, Ho Chi Minh City is entering a new development phase with the aspiration to become a modern international "super city" in Southeast Asia and to be among the 100 best cities in the world by 2045. The Draft Political Report submitted to this Congress has concretized that aspiration with specific, challenging targets: average GRDP growth rate of 10%-11%/year; digital economy accounts for 30%-40% of GRDP; spending on research and development (R&D) reaches 2%-3% of GRDP; increasing 199,400 social housing units and completing the relocation of 50% of houses on and along canals and streams - equivalent to about 20,000 units. Key projects such as Ring Road 3, Ring Road 4, Phuoc An Bridge, National Highway 13 expansion, along with a series of infrastructure renovation and urban embellishment projects, etc. will create new momentum for the interconnected development space between regions, maximizing the advantages of the merged region.
