The congress was also attended by revolutionary elders, Vietnamese Heroic Mothers; Heroes of the People's Armed Forces, Labor Heroes; prominent intellectuals, religious dignitaries, etc.
With the theme "Building a clean and strong Party organization and political system; promoting the strength of national solidarity; making breakthroughs in science, technology, innovation and private economic development; strengthening national defense, security, foreign affairs, international integration; mobilizing and effectively using all resources for Ho Chi Minh City to pioneer with the whole country in the new era" , the Congress was held for 3 days, from October 13-15, 2025.
Speaking at the opening of the Congress, Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang affirmed that this is a Congress of special significance, marking a historic turning point when Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau provinces to form the largest urban - industrial - seaport - innovation region in the country and the region.
“From the tradition of 'sharing the same river, sharing the same destiny' of the three localities closely linked throughout history, up to now, 'mountains connect to mountains, rivers connect to rivers, seas connect to seas' has created a new development space, a new resource and driving force, a new resonance strength, opening up a period of development with greater stature, scale, position and aspirations”, affirmed Secretary of the City Party Committee Tran Luu Quang.
From that reality, the head of the City Party Committee emphasized that the City Party Congress for the 2025-2030 term is not only a particularly important political milestone, but also a strong commitment of the entire Party Committee, government and people of the City, joining the progress of the whole nation on the path of building and defending the Fatherland.
According to the City Party Secretary, this Congress has two important tasks:
Firstly, comprehensively review and evaluate the implementation of the Resolution of the Congress for the 2020-2025 term, deeply review the responsibilities of the current Executive Committee, on that basis determine the directions, goals and tasks of Party building and socio-economic development of the City for the 2025-2030 period and the following terms, in accordance with the characteristics of the two-level local government model.
Second, discuss and contribute wholeheartedly, intellectually and responsibly to the documents prepared by the Central Executive Committee for the 14th Party Congress.
Therefore, comrade Tran Luu Quang proposed that the Congress focus on completing three major contents well:
Firstly , with a high sense of responsibility, from the rich practices of localities, sectors and fields, delegates need to discuss democratically, frankly, and comprehensively recognize the results and achievements that have been achieved. At the same time, look straight at the truth, deeply analyze the shortcomings, limitations, and causes, especially in the leadership, direction and organization of the implementation of the Resolution of the Congress of the past term. From there, draw profound lessons, clearly identify the goals, tasks, solutions and major decisions to build Ho Chi Minh City to expand and develop rapidly and sustainably, worthy of the expectations of the Central Government and the trust of the people.
Second , along with discussing and approving the Political Report and documents submitted to the Congress, delegates need to participate in contributing responsible opinions on key development topics of the City, and at the same time contribute in-depth opinions on the Draft documents submitted to the 14th National Party Congress.
Third , at the Congress, the Politburo and Secretariat's Decision on appointing the Party Executive Committee, the Standing Committee, the Secretary, the Deputy Secretaries, the Inspection Committee and the Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee for the first term, 2025-2030 will be announced. At the same time, the Congress will report on the City's Delegation to attend the 14th National Congress of the Party.
In the new context, the Secretary of the Ho Chi Minh City Party Committee stated that the Executive Committee, the Standing Committee and the key leadership team must truly be the center of solidarity, the symbol of innovation, the trust of the City's cadres, party members and people; must strongly inspire all classes and social forces - so that every citizen of the City is aroused with the desire to contribute, the spirit of creativity, and a new stature of Ho Chi Minh City.
“With a strong belief in the Party's leadership, with responsibility to the people and the future of the City, with the aspiration to reach new heights, we believe that the Party Committee, government and people of Ho Chi Minh City will realize the development goal of becoming a city with a position in the Southeast Asian region, worthy of being the city honored to be named after the great President Ho Chi Minh”, the City Party Secretary expressed.
Presenting the Report on the implementation results of the Resolution of the City Party Congress for the 2020-2025 term and the directions and tasks for the 2025-2030 term, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that in the past term, facing many difficulties and challenges, the Party Committee, government and people of Ho Chi Minh City have promoted the tradition of solidarity, pioneering, dynamism and creativity, successfully implementing the goals and tasks of the Resolution of the 13th National Party Congress and the Resolution of the Party Congress for the 2020-2025 term with quite comprehensive results.
Of which, GRDP in 2025 is estimated at 3.03 million billion VND, an increase of more than 1.5 times compared to 2020, accounting for 23% of the country's GDP. GRDP per capita is estimated at 220 million VND, 1.7 times higher than the whole country. State budget revenue in 2025 is expected to reach 800,000 billion VND, reaching 120% of the central government's estimate, accounting for 1/3 of the total national budget revenue.
The potentials and strengths of each locality have been effectively promoted, achieving many outstanding marks. The three localities continue to maintain their position as major economic centers of the country, contributing a large proportion to the national budget, with an ecosystem of services, tourism, industry, logistics and startups, and outstanding innovation development, converging the country's leading institutional and digital governance platforms, creating a pioneering urban area, leading not only by growth rate, but also by governance quality and innovation in sustainable development models.
Along with clearly identifying the existing problems, limitations, causes and lessons learned, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that in the 2025-2030 term, Ho Chi Minh City will make a breakthrough in developing institutions, infrastructure and human resources. In particular, Ho Chi Minh City will focus on proposing to supplement and amend Resolution 98/2023/QH15 on piloting specific mechanisms and policies for the development of Ho Chi Minh City; Piloting the autonomous urban model in the city after implementing a two-level government...
At the same time, mobilize all resources, effectively exploit potentials, advantages, and strategic locations, aiming to build Ho Chi Minh City into a civilized, modern urban area, a center of innovation, dynamism, integration leading the cause of industrialization and modernization of the country, with a prominent position in Southeast Asia, in the group of 100 global cities, worth living and having an innovation ecosystem in the world, belonging to the high-income group...
Also at the session Opening of the 1st Congress of Ho Chi Minh City Party Committee (term 2025-2030), Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc, on behalf of the Presidium, presented the Report reviewing the leadership and direction responsibilities of the City Party Executive Committee and the Standing Committee of the City Party Committee for the term 2020-2025.
After the merger, the Ho Chi Minh City Party Executive Committee has 106 members, the Standing Committee has 28 members, and the Standing Committee of the City Party Committee has 6 members. The three localities have demonstrated a high spirit of solidarity and unity, focused leadership and direction throughout, achieving many important and comprehensive results.
"The Executive Committee and Standing Committee of the City Party Committee have deeply recognized the opportunities, advantages and challenges of the unification period, closely followed the Central's orientation and the reality set out, effectively promoted the potential and strengths of each locality, and led the socio-economic development work to achieve many positive results," said comrade Nguyen Phuoc Loc.
Also according to Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Phuoc Loc, the work of Party building and political system building is being led comprehensively and synchronously; building a team of cadres to meet the requirements of tasks in the new situation; urgently and seriously arranging provincial-level administrative units, implementing the 2-level local government model, ensuring the effective operation of the new organizational model, without interrupting political tasks.
In addition to the achieved results, the City Party Executive Committee frankly acknowledged a number of shortcomings: economic growth has not been commensurate with potential, industrial transformation is unstable, investment in social culture is not proportionate, fundamental and comprehensive innovation in education and training is still difficult and inadequate, some cadres and party members have not really set an example, and still violate discipline...
From there, the Party Executive Committee and the Standing Committee of the City Party Committee identified key groups of solutions to overcome limitations and develop the city quickly and sustainably. In particular, focusing on innovating the leadership methods of the City Party Committee and Party committees at all levels in a scientific, effective, and people-friendly direction, improving forecasting and flexible management capacity; promoting the spirit of daring to think, daring to do, daring to take responsibility.
