Implement solutions in a coordinated manner.
Before the merger, the communes and wards of Huong Chu, Huong Xuan, and Huong Toan had a disparity in population distribution; many households faced difficulties in terms of livelihood, employment, and access to basic social services.
In this context, implementing poverty reduction policies and the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2024, localities have strengthened the Steering Committee for Poverty Reduction; incorporated poverty reduction targets into annual socio -economic development resolutions; and specifically assigned each position and role in monitoring, dialogue, reviewing support needs, and accurately classifying household groups; closely linking support - training - job creation - social security.
In particular, the Steering Committee is regularly strengthened by local authorities. In Huong Chu, the People's Committee annually issues a plan for poverty reduction implementation tailored to each household group and area. Huong Toan and Huong Xuan also implement poverty reduction plans linked to socio-economic development, reviewing poor households according to multidimensional standards and identifying suitable livelihood models. This unity from the leadership level down to the villages, hamlets, and organizations has created a solid foundation for the poverty reduction program to be implemented effectively and in depth.
Thanks to the involvement of the entire political system, the poverty rate in areas now belonging to Kim Tra ward has continuously decreased significantly. Specifically, in Huong Chu, the poverty rate decreased from 4.12% in 2021 to 1.07% in 2025; in Huong Toan, the poverty rate decreased from 2.34% in 2021 to 1.19% in 2025; and in Huong Xuan, the poverty rate decreased from 4.1% in 2021 to 1.14% in 2024. The near-poverty rate also decreased correspondingly, demonstrating the positive impact of social security policies and livelihood models implemented.
"Poverty reduction efforts are not only reflected in the decrease in the number of poor households but also in the qualitative transformation, with many families rising out of poverty sustainably thanks to support in production, credit, vocational training, job creation, or access to education , health, and housing policies," said Mr. Ho Le Hoang Thinh, Chairman of the People's Committee of Kim Tra Ward.
A strong support system for vulnerable groups.
One of the highlights in poverty reduction efforts in Kim Tra is the implementation of Project 2, "Diversifying Livelihoods and Developing Poverty Reduction Models." This includes models such as breeding cattle and vocational training courses in animal husbandry, veterinary medicine, and safe vegetable cultivation, which have helped poor households master production techniques, increase productivity, and generate stable and diversified income.
Furthermore, Kim Tra ward has placed special emphasis on vocational training, job placement, and helping workers and poor households access preferential credit. In Huong Xuan ward alone, during the period 2021-2024, the ward provided employment counseling and job placement services for 460 workers; of which, 36 went to work abroad under contract. This has helped many families improve their lives and escape poverty quickly and sustainably.
Basic social service support programs are fully and continuously implemented. In Huong Xuan, nearly 700 health insurance cards were issued to poor and near-poor households during the 2021-2024 period. Meanwhile, Huong Chu and Huong Toan focused on waiving tuition fees and supporting learning costs for students from poor and near-poor households.
During this period, the work of eliminating temporary housing and building charitable houses also achieved outstanding results. Each year, Huong Xuan commune provides support for repairing and building new houses for dozens of disadvantaged households. Huong Toan and Huong Chu communes also support the repair and construction of dozens of solidarity houses. Along with that, social welfare activities such as giving Tet gifts, scholarships, the "Meal with Meat" program, and support for orphaned and disadvantaged children were fully implemented, creating a comprehensive support network for vulnerable groups.
Given that the majority of poor households are elderly, single, or disabled, the results achieved demonstrate the significant efforts of Kim Tra ward in implementing poverty reduction policies. This provides a basis for the locality to continue proposing and implementing more appropriate solutions, aiming for increasingly sustainable and substantive poverty reduction.
