Potential for development

Located on the outskirts of the city center, and situated on major transportation routes such as National Highway 1, provincial roads, and the northern connecting corridor of Hue City, Kim Tra ward has favorable conditions for developing industry, handicrafts, services, tourism, and new urban areas. In addition, its culture, heritage, and traditional craft villages are also advantages. The Van Cu noodle village, the Huong Can wrapped cake making craft, and the system of historical and cultural relics are important foundations for developing the economy and services associated with experiential tourism and community-based tourism.

Based on these advantages, Kim Tra's socio-economic development plan for the period 2026-2030 has set several targets that are quite high compared to the general average, such as: eliminating poverty among working households; achieving an average annual growth rate of 13-15% in total product value and budget revenue; striving to reach an average per capita income of 136.5 million VND/person/year by 2030; achieving a trained workforce rate of 75%; health insurance coverage exceeding 99%; and achieving high standards in social infrastructure, environment, and education

“The ward's development plan is built in the context of science and technology, digital transformation, and innovation becoming the main drivers of growth. In reality, the government, businesses, and people in the area have been accessing and applying technology in many fields. This is a favorable factor for Kim Tra to implement the above goals, as well as those related to digital government, smart cities, and the digital economy in the coming period,” said Mr. Ho Le Hoang Thinh, Chairman of the Kim Tra Ward People's Committee.

However, Kim Tra is also facing numerous challenges due to its small economic scale, limited investment resources, and insufficient high-quality human resources for urban management and digital transformation. Furthermore, rapid urbanization is putting pressure on technical infrastructure, the environment, construction regulations, and land management.

Huong Xuan Industrial Cluster - The "Driving Force" of Growth

Kim Tra's socio-economic development plan for the period 2026-2030 identifies three key programs: Urban development, focusing on the development of urban technical infrastructure; Development of industrial cluster infrastructure and tourism infrastructure; and Promoting innovation, application of science and technology, and digital transformation.

Mr. Ho Le Hoang Thinh informed that the Huong Xuan Industrial Cluster (CCNHX) covers an area of ​​58 hectares, with infrastructure investment expected to be completed and operational from the beginning of 2027, focusing on clean, high-tech, and environmentally friendly industries. Besides being located within the expanding development area of ​​Kim Tra ward, CCNHX also has convenient connections to inter-regional transportation routes, National Highway 1, and the urban infrastructure system currently being developed comprehensively. This is an important factor in reducing logistics costs and increasing attractiveness to secondary investors.

“We have clearly identified that we will prioritize attracting high-tech sectors, electronics, information technology, textiles, footwear, and other highly interconnected supporting industries. This meets the objectives of being appropriate for the scale of the industrial cluster, requiring efficient land use, minimizing environmental pollution, and increasing added value. Furthermore, the development of the industrial cluster will be linked to the goals of creating 400-500 new jobs per year, improving the income and quality of the local workforce, and shifting the labor structure towards industry and services, in line with the urbanization process,” Mr. Ho Le Hoang Thinh added.

According to Kim Tra's socio-economic development plan for the period 2026-2030, the Industrial Cluster is expected to make a significant contribution to the goal of increasing budget revenue by an average of 13-15% per year; it is one of the important factors in forming an urban-industrial-service chain, creating momentum for investment in transportation infrastructure, housing, logistics services, and trade in the ward. If implemented on schedule and effectively, it will create a solid foundation for building Kim Tra into a smart, sustainably developed satellite city north of Hue City.
