In his opening remarks at the workshop, Deputy Editor-in-Chief of Tien Phong Newspaper, Nguyen Ngoc Tien, stated that, ultimately, taxation is not just a matter of the state budget. Taxation is the lifeblood of the economy , a tool for regulating development, ensuring social equity, and strengthening market confidence. A sound tax policy should not only aim for accurate and sufficient revenue collection, but also nurture revenue sources, encourage production and business, promote innovation, and create more room for development for businesses, households, and individuals.

“In today’s economic life, cash flow is the ‘lifeblood’ of business operations. Businesses may have revenue, orders, and prospects, but if cash flow is disrupted, compliance costs are high, and procedures are cumbersome, then their growth potential will be limited. Therefore, tax management linked to cash flow is not only a technical requirement of the management agency, but also a very vital issue for the business community: How to make things more transparent, convenient, fair, and create peace of mind in every investment, production, purchase, and business decision,” emphasized Nguyen Ngoc Tien, Deputy Editor-in-Chief of Tien Phong Newspaper.

Mr. Nguyen Tien Trung, Head of the Tax Inspection Department of the Tax Department, informed: Through management and practical inspection work, the Tax Inspection Department has found that some forms and behaviors carried out by businesses, organizations, or individuals have potential risks regarding cash flow for tax management.

In the coming period, it is necessary to build an interconnected data architecture between tax authorities and banks, payment intermediaries, e-commerce platforms, and relevant management agencies; using electronic identification and tax identification numbers as the foundation for data connectivity. The tax sector also needs to promote the application of digital technology , big data, and artificial intelligence in risk analysis. If implemented synchronously in terms of institutions, technology, data, and organization, managing taxes based on cash flow will contribute to enhancing the transparency and fairness of the tax system; strengthening financial discipline; promoting national digital transformation; and creating a healthy and sustainable business environment in the digital economy, Mr. Trung noted.

Also at the workshop, Mr. Dang Ngoc Minh, Deputy Director of the Tax Department, emphasized: “In the strategy for reforming the tax system until 2030, the tax sector aims to build a modern, transparent, and efficient tax management system, based on data and centered on taxpayers. To achieve this goal and effectively implement tax management based on cash flow requires coordination and information sharing among agencies and units such as the State Bank of Vietnam , commercial banks, payment intermediaries, and transportation companies…”
