Kinh Mon urgently clears land for 3 major projects

Kinh Mon Town (Hai Duong) is urgently clearing land for 3 projects connecting with Hai Phong City and Chi Linh.

Strive to complete site clearance before June 30

Kinh Mon town is focusing on clearing the land for 3 projects: the road connecting National Highway 17B with Dinh Bridge; the road connecting National Highway 17B (Hai Duong province) with Provincial Road 352 ( Hai Phong city), the section from National Highway 17B to Kinh Thay River dike, Kinh Mon town; the road and Van bridge connecting National Highway 37, Chi Linh city with the approach road to Trieu bridge, Kinh Mon town.

Long Xuyen Ward has 188 households with residential and agricultural land that must be cleared to implement 2 projects: the road connecting National Highway 17B with Dinh Bridge; building a road connecting National Highway 17B (Hai Duong Province) with Provincial Road 352 (Hai Phong City), from National Highway 17B to Kinh Thay River embankment, Kinh Mon Town. After the propaganda campaign on May 9, the ward had 3 more households agree; the remaining 12 households did not agree with the compensation and support plan of the Town People's Committee.

"We will actively promote and mobilize so that by May 16 at the latest, the remaining households will agree to the support plan," said Mr. Pham Van Giang, Party Secretary and Chairman of Long Xuyen Ward People's Committee.

According to the Kinh Mon Town Project Management Board, site clearance for 3 projects has reached 90% of the workload.

Specifically, the Investment Project to build a road connecting National Highway 17B (Hai Duong province) with Provincial Road 352 (Hai Phong city), from National Highway 17B to Kinh Thay river dike, the town has paid 501/624 households (both residential land and agricultural land) with an amount of over 84 billion VND; publicly announced the compensation and support plan for 120 households; the remaining 3 households have completed the inventory work.

The project to invest in the construction of the Van road and bridge connecting National Highway 37, Chi Linh City with the approach road to Trieu Bridge, the town has paid 206/316 households with the amount of over 71 billion VND. Completed approval (phase 8 and 9) for 61 households; established and publicized compensation and support plans for 49 households.

The Investment Project for the Construction of a Road Connecting National Highway 17B with Dinh Bridge, Kinh Mon Town has paid over 32 billion VND to 213/277 households; approved compensation and support plans (phases 9, 10, 11) for 49 households; and made public the compensation and support plans of 15 households.

The above 3 projects are key projects of the province. Investing in 3 routes plays an important role in connecting Kinh Mon with neighboring areas; shortening travel time, facilitating the transportation of goods and passengers; promoting the socio-economic development of Kinh Mon town in particular and Hai Duong province in general. The implementation of site clearance for early handover to investors is identified as the key political task of the town.

These are also 3 out of 10 projects of the province that need to accelerate the progress of site clearance for construction and disbursement of public investment capital, ensuring the growth scenario plan in the second quarter of 2025 of the Provincial People's Committee. Kinh Mon Town People's Committee strives to complete site clearance for 3 projects before June 30.

Overcoming difficulties

During the process of site clearance for 3 projects, the Compensation, Support and Resettlement Council of the town and the People's Committees of communes and wards whose land was recovered encountered many difficulties.

The main difficulty is that people do not agree with the level of support and compensation. In some cases, it is difficult to identify the land user due to disputes arising from buying and selling, transferring; authorization procedures and inheritance division have not been completed. Some households have residential land that has been assigned by the Commune People's Committee beyond its authority...

In some places where land is being reclaimed, the People's Committees of communes and wards have not organized propaganda and mobilization activities effectively. The land data system is not synchronized, and land records in some localities are incomplete...

At the same time, the town implemented site clearance for many other projects, including 3 key road and bridge projects of the province, 2 key projects of the town and residential area and industrial cluster projects. This led to difficulties in arranging staff to carry out site clearance at times...

In order to remove obstacles and speed up the progress of site clearance for projects, the Town People's Committee has organized many meetings, requiring specialized agencies and facilities to clearly report each difficulty in order to propose specific solutions, assign work to the right people, and clearly assign responsibilities and timelines.

Currently, the specialized departments from the town to the commune and ward have 3 projects passing through and have almost no days off due to propaganda and mobilization work and coordination of inventory at households.

Chairman of the Town People's Committee Bui Xuan Loc said that the site clearance process needs to flexibly apply policy mechanisms so that people are not disadvantaged but must ensure compliance with legal regulations.

Identifying the importance of propaganda work, the town's departments, branches and organizations have coordinated with the town's Compensation, Support and Resettlement Council and the People's Committees of communes and wards to develop propaganda programs and contents; closely following the Party's guidelines and the State's policies and laws; emphasizing the purpose, significance and benefits of the project; and disseminating compensation and support policies and regimes.

“To stabilize the lives of households whose land has been recovered and who have to relocate, arranging resettlement areas is a necessary and urgent task. Therefore, the Town People's Committee has directed to urgently and quickly complete resettlement projects,” said Mr. Loc.

In the coming time, the Town Compensation, Support and Resettlement Council and the People's Committees of communes and wards will continue to dialogue, propagate and guide people, with the goal of completing the approval of compensation and support plans no later than May 23.
