Support funding increases year by year, Ninh Binh industrial promotion achieves good results

Devote large resources to implementing industrial promotion work

At a recent working session with the local Department of Industry and Trade ( Ministry of Industry and Trade ), the leader of the Ninh Binh Department of Industry and Trade commented that the local industrial promotion work is being implemented more and more deeply. Industrial promotion activities have been implemented synchronously, and the system of management documents on industrial promotion activities is relatively complete.

Coordination in organizing and implementing industrial promotion activities in the province has been strengthened, encouraging and mobilizing many resources to participate, contributing to the development of industry and handicrafts, especially in new rural construction.

Industrial promotion activities have closely followed the objectives and plans of the industrial promotion program for each stage. The industrial promotion content is specific, clear, and suitable to the needs and accessibility of businesses.

The system of organizations doing industrial promotion work has been gradually improved, forming a network of industrial promotion collaborators in the districts and cities in the province. Through training activities, professional training, and experience survey, the quality of industrial promotion staff has been improved day by day.

In particular, because it is identified as an important "seed capital" for rural industrial development, in recent years, funding for local industrial promotion work has tended to increase.

Regarding national industrial promotion, in 2022, Ninh Binh was approved to support 2.2 billion VND for 2 projects, the locality completed 100% of the plan; in 2023, it was supported with 3 projects with a total support budget of 3.5 billion VND, all projects were completed on schedule.

Local industrial promotion, in 2023, the Department of Industry and Trade was approved by the People's Council to support 28 projects, with a total support budget of 3,658 billion VND. In 2024, the local industrial promotion program was approved to support 29 projects with a budget of 5,488 billion VND.

In the first 6 months of the year, the Department of Industry and Trade and the Department of Finance appraised and provided 70% of the support funding, equivalent to VND 1,784 billion. The Center organized the implementation according to the registered schedule, guided the units to make progress reports and checked the progress of the project implementation of the beneficiary units.

Determined to complete 100% of the year plan

With the determination to complete 100% of the industrial promotion plan in 2024, the leader of the Department of Industry and Trade of Ninh Binh informed that the locality will strengthen guidance, inspection, supervision and promptly remove difficulties and obstacles to complete projects on schedule and complete the approved industrial promotion plan.

The Department of Industry and Trade focuses on coordinating with the Economic/Economic-Infrastructure Departments of districts, cities and units receiving industrial promotion funds to urgently implement approved industrial promotion projects on schedule.

In the long term, localities will develop industrial promotion programs and projects with focused support and large funding sources to create breakthroughs and clear changes. In addition to industrial promotion activities under projects with financial support, they will increase non-financial support for rural industrial production establishments and apply cleaner production in industry.

Besides the advantages, the leader of Ninh Binh Department of Industry and Trade also said that industrial promotion work still faces many difficulties in implementation.

Specifically, the time from survey, selection of implementing unit, project establishment and project appraisal is long, leading to industrial promotion projects having to be adjusted according to actual conditions.

Rural industrial production establishments in the province are mainly small-scale business households with limited financial resources that cannot guarantee counterpart funding, so they cannot implement the project, leading to changes and adjustments in the investment plan.

In addition, some rural industrial establishments with small-scale production households that want to invest in machinery and request support can only implement less than 30% of the total investment (over 30% must be competitively bid, and business households do not have enough capacity), so implementation is difficult.

In order for the local industrial promotion work to be carried out smoothly, the leaders of the Ninh Binh Department of Industry and Trade proposed that the Ministry of Industry and Trade soon amend Decree 45/2012/ND-CP and the circulars guiding its implementation in the direction of increasing the support levels for enterprises, especially increasing the support level for investment in machinery and equipment from 300 million VND/facility to 500 million VND to 1 billion VND, depending on the investment level of the unit.

It is recommended that the authorities clarify that the source of funding to support rural industrial establishments (industrial promotion support funding) is not extraordinary income.
