
Investing in power grid infrastructure is a proactive step, creating momentum for industrial and urban development.
In line with Resolution No. 79-NQ/TW, dated January 6, 2026, of the Politburo on the development of the state-owned economy, this sector not only plays a leading role in terms of scale, but more importantly, it leads, guides, and creates a foundation for other economic sectors to develop together. Phu Tho province has concretized this through its governance and creation of a favorable investment and business environment. After the merger, the province has resolutely implemented a streamlined, efficient, and effective two-tiered local government model. This represents a revolution in governance thinking, where the State plays the role of a "creator" of a transparent playing field. This new governance mindset has yielded positive results, with a GRDP growth rate of 10.52% in 2025, placing Phu Tho 4th out of 34 provinces and cities in terms of development speed; while maintaining its leading position in the PCI and SIPAS indices. In particular, pioneering digital transformation has created a smart governance platform, unlocking social resources to boost the economy to over 412 trillion VND.
The leading power of the state-owned economy is further concretized by prioritizing public investment resources to remove strategic infrastructure bottlenecks. Fundamental projects such as the road connecting the Ho Chi Minh Highway with National Highway 70B, National Highway 32C to Lao Cai province, or the route connecting the Noi Bai - Lao Cai expressway with the Tuyen Quang - Phu Tho expressway... have created a superior competitive advantage for the province. Synchronized infrastructure has fostered confidence among investors. By 2025, the province is expected to attract US$1.51 billion in FDI, a 64% increase compared to 2024; notably, domestic direct investment (DDI) is projected to reach a record high of VND 260,488 billion, 3.6 times higher than the previous year. The state's leadership has also created momentum for a strong business community, with 4,600 new businesses established, bringing the total number of businesses in the province to nearly 42,000.
Furthermore, the state-owned economy plays a guiding role through systematic spatial development planning. After the merger, the province has clearly defined its dynamic regions: Vinh Phuc is a modern industrial and urban growth hub; Phu Tho is a comprehensive service and cultural tourism axis; and Hoa Binh is a green and ecological economic zone. The state acts as the "chief architect," planning five economic corridors to help businesses easily identify investment opportunities. In agriculture , the state's leading role is demonstrated through promoting the collective economy with over 750 cooperatives and the OCOP program achieving over 600 products with 3 stars or higher. State support in technology and branding has helped agricultural production shift towards high technology, contributing to raising the average per capita income to over 111 million VND by 2025.
Another key aspect is responsibility in ensuring social security. By 2025, the budget revenue of 62,000 billion VND has become a solid foundation for the province to implement welfare policies: achieving 100% of the target of eliminating temporary and dilapidated houses; reducing the poverty rate to 2.75%. The leading role in public services continues to be affirmed with nearly 84% of schools meeting national standards and 95.1% of the population participating in health insurance. In particular, systematic investment in tourism in the ancestral land region has attracted 14.5 million visitors, generating revenue of 14.8 trillion VND. At the same time, it has created a strong link between economic development and the preservation of traditional cultural values.
The flexibility and effectiveness in leadership and management by the Provincial Party Committee and the Provincial People's Committee in 2025 demonstrated that the state-owned economy is a solid foundation and driving force for the entire system. In 2026, with a focus on sustainable growth drivers such as the digital economy, green economy, and circular economy, the state-owned economy will continue to affirm its leading role. The combination of modern management thinking, strategic infrastructure investment, and long-term planning orientation will enable Phu Tho to make a strong breakthrough in the era of national development. The aspiration for a prosperous and thriving Phu Tho is gradually becoming a reality thanks to the decisive and innovative leadership of the state-owned economy.
