After the merger, Lam Dong has potential and advantages stretching from the highlands to the coast.

Determine the position and role within the region and the country.

After the merger, Lam Dong province covers an area of ​​over 24,233 km² , making it the largest province in the country. The province's potential and advantages extend from the highlands to the coastal areas.

With the new spatial context and new development orientation requirements, the implementation of old plans is no longer suitable. This reality necessitates adjusting the Lam Dong Provincial Planning for the period 2021-2030, with a vision to 2050.

According to the leaders of Lam Dong province, adjusting the provincial planning is not only a legal requirement after the merger but also an opportunity for Lam Dong to determine its position and role in the region and the country, and to redefine its development vision.

According to the plan, in the future, Lam Dong will develop according to the model of 1 province, 6 corridors, 7 regions, 18 clusters, and 5 special zones. The province will develop pioneeringly based on innovation, transforming natural resources into new competitive advantages through science and technology.

Lam Dong will be supported by a green, livable ecosystem to attract talent, scientists, and tourists. The growth scenario for Lam Dong until 2030 is moderate growth, with GRDP increasing by 10.5 - 10.6% per year. GRDP per capita is projected to be 200 - 205 million VND per year.

Lam Dong will develop according to priority sectors, based on three new strategic growth pillars: sectors that leverage natural resources and energy advantages; innovation and technology; and tourism and urban services.

After a period of dedicated implementation, the Department of Finance has now gathered full input from central ministries, agencies, and experts. Additional input from departments, agencies, communes, wards, and special zones has been quite thoroughly considered.

It is expected that in early June 2026, Lam Dong province will announce the revised Provincial Planning for the period 2021-2030, with a vision to 2050. This will serve as the basis for the locality to implement its development orientations in the coming time.

Commenting on the adjustment of the provincial planning, Mr. Ho Van Muoi, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of Lam Dong province, affirmed that adjusting the Lam Dong Provincial Planning for the period 2021-2030, with a vision to 2050, is one of the important and urgent political tasks of Lam Dong.

Quality assurance, practicality

Based on assessments by central ministries, agencies, and experts, it has been affirmed that the revised planning content for Lam Dong province has analyzed and predicted relatively fully the specific factors and conditions for the province's development in the coming period.

However, to ensure quality and practicality, experts suggest that Lam Dong needs to incorporate more current situations into the revised planning content.

The province's industrial production sector is growing, but has not yet met expectations.
According to industry planning experts, the sector that Lam Dong needs to focus on most realistically is industry.

Mr. Vu Quang Cac, former Director of the Planning Management Department (Ministry of Finance) and a planning expert, believes that Lam Dong province needs to clarify its advantages and potential within the South Central and Central Highlands regions. The locality needs to conduct a more in-depth assessment of the risks and impacts of natural disasters and climate change on the natural environment and socio-economic development.

"By accurately assessing the situation, the province will be able to leverage its existing potential and advantages. The locality will also be able to mitigate the consequences of climate change," Mr. Cac emphasized.

According to Mr. Cac, when assessing the socio-economic impact, Lam Dong needs to comprehensively evaluate all sectors. It shouldn't just focus on agriculture and forestry, but should also thoroughly assess the impact of industry and services. These are all sectors that significantly contribute to GRDP growth.

Regarding growth scenarios, Associate Professor Dr. Nguyen Ngoc Son, Vice Rector of the School of Economics and Public Management (National Economics University), and an expert in the field of economics, believes that Lam Dong needs to identify and assess the contribution of the digital economy and TFP to growth.

"When analyzing the current state of growth, Lam Dong should divide it into quantitative growth and qualitative growth. The province should conduct a deeper assessment and analysis of the quality of growth, evaluating the Total Factor Productivity (TFP) index throughout the period, in order to have a more realistic orientation for the next phase," Associate Professor Dr. Nguyen Ngoc Son shared.

Commenting on the direction of key sectors in the revised planning content, Mr. Le Van Thuy, Deputy Director of the Planning Management Department (Ministry of Finance), emphasized that localities need to further clarify the development orientation of industry clusters. In particular, the industrial sector needs attention, especially the semiconductor industry and low-level economy, in order to develop in depth and increase the added value of products.

In fact, the revised quality planning content will create a solid foundation for Lam Dong to shape and orient the development of its industries and sectors in the future. When these industries and sectors leverage their internal strengths and ensure feasibility, Lam Dong's GRDP growth will reach the expected level.
