In his opening remarks at the 9th session of the Dong Thap Provincial People's Council, 10th term, 2021-2026, on December 6th, assessing the province's socio-economic situation in 2024, Mr. Phan Van Thang, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Thap Provincial People's Council, stated that thanks to the decisive involvement of the entire political system, the business community, and the people of the province, along with the close and thorough leadership of the Party committees; all levels, sectors, and localities have closely followed the policies and practical situation, focusing on decisively, flexibly, and effectively implementing tasks and solutions in various fields, resulting in the continued positive recovery trend and achieving many important results in Dong Thap province's socio-economic situation.

“By the end of 2024, the province is expected to achieve and surpass 20 out of 22 targets set in the annual plan, including 8 targets exceeded and 12 targets met. Each sector and field is showing more positive signs compared to 2023…,” Mr. Thang affirmed.

In the agricultural sector, production and consumption of agricultural products are progressing favorably. The added value of the agriculture, forestry, and fisheries sector in 2024 is estimated at VND 21,967 billion, with a growth rate of 3.05% (equivalent to an increase of VND 651 billion). All crop seasons in 2024 were completed according to plan, with stable productivity, high production efficiency, and are shifting in the right direction of restructuring, focusing on improving quality, reducing costs, adapting to the market, and developing sustainably, contributing to improving farmers' income.

By the end of 2024, the province is expected to have 621 products recognized as OCOP 3-star or higher (an increase of 168 products compared to 2023), and 379 OCOP products being sold on e-commerce platforms.

Industrial production is recovering and experiencing stable growth again after the decline in 2021, creating momentum for a breakthrough in the following year. The added value of the industrial sector is estimated at VND 12,598 billion, with a growth rate of 8.53%. Of this, the processing and manufacturing industry continues to play a key role, accounting for 18.28% of the GRDP.

Commercial and service activities were vibrant through festivals, consumer stimulus programs, trade fairs, and e-commerce. The trade and service sector recovered positively, with total retail sales of goods and consumer services estimated at VND 141,500 billion, an increase of 11.88% compared to 2023. The added value of the trade and service sector reached VND 28,225 billion, a growth rate of 6.83% (equivalent to an increase of VND 1,806 billion) – the highest growth rate in the last 5 years.

Goods exports (excluding temporarily imported and re-exported goods) in 2024 are estimated at US$1.85 billion, an increase of 42.27% compared to 2023, reaching 132.14% of the plan. Cross-border trade activities were quite vibrant, with an estimated turnover of US$740 million, equivalent to 137.38% compared to 2023, reaching nearly 235% of the plan.

In recent times, Dong Thap province has focused on improving the quality of tourism services while building a local image and fostering development linkages with other localities in the region. Simultaneously, it has continued to invest in improving tourism infrastructure and developing diverse tourism products. Several new tourism models and destinations have been completed in various localities, such as Tien Sen tourist site (Thanh Binh district), Hoang Son ecological tourist site (Chau Thanh district); support has been provided for the formation and development of new tourism models such as the Tram Chim rural market model (Tam Nong district), the traditional weaving village market (Hong Nguy district); Nhu Farmstay tourist site (Lap Vo district); and the "Tram Chim National Park - A Place Like That" tour…

The province successfully organized the first Sa Dec Flower and Ornamental Plant Festival, the commemoration ceremony for the 157th anniversary of the deaths of Commander Vo Duy Duong and Commander Nguyen Tan Kieu at the Go Thap historical site, the second Dong Thap Lotus Festival, the second Mekong Delta Startup Forum, and the Pangasius Festival, creating momentum to boost tourism and other service industries.

It is estimated that in 2024, the entire province will attract 4.2 million tourists, an increase of 4.22% compared to 2023, achieving 100% of the annual plan; of which, the number of international tourists increased 5.4 times compared to the previous year; tourism revenue is estimated at 2,000 billion VND, an increase of 5.26% compared to the previous year.

In 2024, total state budget revenue in the province is estimated at 9,675 billion VND, an increase of 15.9% compared to 2023, reaching 100% of the annual target. This result shows that the state budget revenue sources of the province have basically recovered, especially revenue from import and export activities.

The management and implementation of public investment projects and works have been given top priority, with 100% of the 2024 plan already allocated in detail. As of November 25, 2024, the disbursement result was VND 4,528.837 billion out of VND 7,137.083 billion, reaching 63.46%. For the remainder of the year, project owners are urgently completing the work and making payments according to regulations, striving to achieve the 100% disbursement target.

Many targets for the 2021-2025 period have been achieved.

Reporting on the results of achieving the overall goals of the 5-year socio-economic development plan (2021-2025), the People's Committee of Dong Thap province stated that the province has maintained an equal and favorable investment and business environment, highly appreciated by the business community and people through the PCI, PAPI, PAR Index, and SIPAS indices, attracting many resources for socio-economic development. The average economic growth rate (GRDP) for the period 2020-2025 is estimated at 5.44% per year, and the GRDP per capita reached VND 85.14 million (an increase of 1.6 times compared to 2020).

All three economic sectors experienced growth and expansion. Agriculture played a pivotal and central role in the economy, while industry, construction, and trade and services recovered quickly and regained significant growth momentum, driving the restructuring of key provincial industries towards greater depth and increasing value. Taking advantage of opportunities from integration, the province's key products (fresh and processed agricultural products, processed seafood, animal feed, garments, footwear, rice products, etc.) continued to be widely supplied to the market, especially for export.

Tourism has recovered well after the pandemic and continues to make a positive contribution to the economy and promote the local image. Infrastructure is increasingly improved, especially transportation infrastructure with many regional expressway projects being implemented. State budget revenue for the period 2021-2025 is estimated at 43,206 billion VND, increasing by an average of 3.7% per year, and up 15.6% compared to the period 2016-2020.

The quality of cultural activities is constantly improving. The quality of education has improved compared to the 2015-2020 period, with some indicators surpassing the average for the Mekong Delta region. The material and spiritual lives of the people continue to improve, and workers' incomes are steadily increasing. Social security is well implemented, and national defense and security are maintained.

Compared to the 5-year targets (2021-2025), the province has achieved and exceeded several targets to date. Specifically, the poverty rate is only 1.08% (target below 3%); the number of newly established cooperatives during the period has reached 37 (target 35 cooperatives).

In addition, some component indicators belonging to the group of indicators for building new rural areas include: the number of communes achieving new rural area status is 115/115, reaching 100% (target 90%), of which 49/115 communes have achieved advanced new rural area status, reaching 42.6% (target 30%), and the number of district-level units completing the task of building new rural areas and achieving new rural area status is 11/12 units (target 10 units).

By the end of 2024, the province is expected to have 650 newly established businesses (meeting the plan), with a total registered capital of over 5,100 billion VND, and 160 businesses resuming operations, bringing the total number of operating businesses to approximately 5,400 (exceeding the target of 5,300 businesses for the term).
