According to a summary report of farmers' recommendations from Hanoi, Chairman of the Hanoi City Farmers' Association Pham Hai Hoa stated that there were 68 opinions, of which 36 recommendations were compiled into 3 groups of issues.

At the conference, 12 delegates, including farmers, farm owners, and grassroots Farmers' Association officials, raised questions for city leaders. Under the chairmanship of Hanoi People's Committee Chairman Tran Sy Thanh and Vice Chairman Nguyen Manh Quyen, leaders of various departments and agencies discussed and answered each request.

We need strong mechanisms and policies to develop agriculture and the rural economy .

Ms. Nguyen Thi Hong, a farmer member from Dan Hoa commune (Thanh Oai district), expressed her interest in the city's mechanisms and policies to promote the linkage of the six stakeholders – "State, farmers, scientists , businesses, banks, and distributors" – to help farmers produce agricultural products that meet quality standards, enhance product value, create jobs, and increase farmers' income.

In response to this question, Deputy Director of the Hanoi Department of Industry and Trade, Nguyen Kieu Oanh, said: The Department of Industry and Trade and other departments and agencies of the city will continue to inform and invite cooperatives to participate in trade promotion activities, trade fairs, exhibitions, and product weeks... to introduce, promote, and boost the consumption of agricultural products from their localities.

Based on a review of local agricultural and food products, and seasonal products that need to be connected to distribution channels such as supermarkets, food chains, processing enterprises, and export businesses in the districts, the Department of Industry and Trade provides information to businesses in the distribution system to organize connections and consumption. At the same time, it supports businesses and farmers in working directly with the purchasing departments of these distribution channels to meet, exchange information, and learn about the processes, conditions, and standards for entering products into these channels, in order to connect and consume according to demand.

Ms. Bui Thi Thanh Ha, Director of Thanh Ha Agricultural Cooperative (Thuong Tin district), expressed her wish to know how the city will allow cooperatives producing high-tech safe vegetables to build essential supporting facilities such as: preliminary processing facilities, cold storage, dry agricultural product storage and production materials storage, packaging, irrigation water storage, greenhouse installation, etc., under the 2024 Land Law implementation.

Regarding this matter, Deputy Director of the Hanoi Department of Natural Resources and Environment, Nguyen Minh Tan, stated that the Hanoi People's Committee has directed the Department of Agriculture and Rural Development to take the lead in drafting a Decision on Regulations on the construction of facilities directly serving agricultural production in Hanoi, in accordance with Clause 3, Article 178 of the Land Law and Clause 1, Article 9 of Decree 112/2024/ND-CP on the use of agricultural land. Currently, the Department of Agriculture and Rural Development has drafted the decision and is in the process of soliciting feedback from relevant agencies and units. It is expected to be submitted to the Hanoi People's Committee for promulgation in the first quarter of 2025.

Farmers need support for digital transformation.

Nguyen Thi Phuong, Chairwoman of the Farmers' Association of Thanh Liet commune (Thanh Tri district), proposed that the city have specific policies to support farmers in applying digital transformation in agriculture, such as: developing a farmer app, software for managing the Farmers' Support Fund, software for managing members, support for equipping with digital transformation application equipment; and training and workshops on digital transformation skills for officials and farmer members.

In response to this question, the Director of the Hanoi Department of Information and Communications, Nguyen Viet Hung, stated that for the comprehensive implementation of digital transformation and IT applications within the Farmers' Association, the Hanoi Farmers' Association needs to take the lead in developing a project proposal that assesses the current situation, the necessity, and outlines key contents including objectives, tasks, solutions, and a roadmap for implementation, which will then be submitted to the Hanoi People's Committee for consideration and decision.

Pham Thi Ly, Director of Tien Duong Organic Agricultural Cooperative (Dong Anh district), shared: the Hanoi City traceability system at Check.hanoi.gov.vn, operated by the Hanoi Department of Agriculture and Rural Development, has had a very positive effect on food safety management, identification, and brand affirmation of agricultural products from farmers and cooperatives. To meet the demands of the new context, Ms. Ly proposed that the Hanoi People's Committee upgrade the Livestream module for production and sales logs; and assign the Hanoi Farmers' Association the role of communication, training, and guidance on scientific and technical aspects to encourage the use and development of the user database.

Regarding this matter, the Director of the Hanoi Department of Agriculture and Rural Development, Nguyen Xuan Dai, informed: From 2018 to the present, the Hanoi City Traceability System at Check.hanoi.gov.vn has supported, guided, and provided accounts for 3,533 establishments, including cooperatives, production, processing, preliminary processing, and packaging facilities for agricultural, forestry, and aquatic products, to participate in managing and maintaining the system; and has issued 14,050 sets of traceability codes for agricultural, forestry, and aquatic products to the system.

This traceability system has also been linked to the "digital citizen" application iHanoi and is being fully developed and ready to connect with the National product traceability system.

Mr. Nguyen Xuan Dai suggested that the Ho Chi Minh City Farmers' Association should have specific proposals and coordinate with specialized agencies of the Department of Agriculture and Rural Development (Sub-Department of Quality, Processing and Market Development) to jointly consider the suitability, feasibility, and effectiveness of developing sustainable and modern agricultural production.

Enhancing the effectiveness of trade promotion for agricultural products and traditional crafts.

Vu Van Dinh, Director of the Chuyen My Agricultural Cooperative (Phu Xuyen District), requested that the city pay attention to expanding the creative design center and showcasing handicraft products and OCOP products linked to tourism. In addition, the city needs policies to support the construction and development of stores connecting farmers with the consumption of their products in traditional markets in the area.

Providing further information and clarification on the city's solutions, Deputy Director of the Hanoi Department of Industry and Trade, Nguyen Kieu Oanh, stated that on October 25, 2022, the Hanoi People's Committee issued Plan No. 276/KH-UBND on the development of creative design centers, product introduction, promotion, and sales of OCOP products and traditional craft villages associated with tourism in districts and towns within Hanoi City until 2025.

Funding for the development of Creative Design Centers, product introduction, promotion, and sales of OCOP products and traditional craft villages linked to tourism in the period up to 2025 will be mobilized from the following sources: State budget as stipulated; socialized capital from businesses, organizations, and individuals; aid and sponsorship from domestic and foreign organizations and individuals; and other legitimate sources of capital.

By the end of 2023, the city had recognized 10 model centers for designing, creating, promoting, and selling OCOP products and traditional craft villages linked to tourism. In 2024, surveys and guidance on dossier preparation are underway at 6 locations. In 2025, the City People's Committee will continue to guide and recognize an additional 5-8 model centers for designing, creating, promoting, and selling OCOP products and traditional craft villages linked to tourism in the city.

Regarding support for the construction and development of retail outlets connecting farmers with consumers in traditional markets, the city has directed the Department of Industry and Trade and the People's Committees of districts, counties, and towns to coordinate with market management boards and representatives of the Farmers' Association to review and select locations and kiosks in local markets, especially those in the inner city, that meet the criteria for safe agricultural product retail outlets, prioritizing the construction and development of the system. The mechanisms and policies for implementation follow Decision No. 56/2016/QD-UBND dated December 31, 2016, of the Hanoi People's Committee on the issuance of service fees for the use of sales space in markets within Hanoi.

In response to this question, the Director of the Hanoi Department of Agriculture and Rural Development, Nguyen Xuan Dai, informed that: to build safe agricultural and food production areas to serve the people in the city and for export, the city has issued a list of oriented concentrated specialized agricultural production areas in Hanoi in Decision No. 4537/QD-UBND dated September 11, 2023.

Currently, the list is being reviewed and proposed for integration into the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, to ensure the effective development of concentrated specialized agricultural production zones/areas. The Hanoi People's Committee has assigned the district-level People's Committees to approve the details of the concentrated specialized agricultural production zones and areas in their localities.
