27th (Special) Session of the 19th Provincial People's Council

On the afternoon of April 8th, the 19th Provincial People's Council held its 27th session (a specialized session) to address emerging issues within its jurisdiction. Comrade Nguyen Huong Giang, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council, and Comrade Nguyen Anh Tuan, Vice Chairman of the Provincial People's Council, presided over the meeting.

Attending the session were Comrade Vuong Quoc Tuan, Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee; the Provincial Fatherland Front Committee; the Provincial National Assembly Delegation; and leaders of departments, agencies, and districts, towns, and cities.

Overview of the Session

At the session, the Provincial People's Council considered 9 items, including: the Submission on the Plan for adjusting the medium-term public investment plan for the period 2021-2025 (9th time); the Submission on the Plan for recovering and supplementing public investment capital in 2025 (for district-level People's Committees); the Submission on the recovery, allocation, and supplementation of the public investment capital plan for 2025; the Submission on adjusting, recovering, supplementing, and supporting funding; the Submission on adjusting and supplementing the list of land areas for bidding to select investors to implement investment projects using land in the province; and the Submission on regulations on the percentage (%) rate for calculating the unit price of land lease for annual land lease payments without auction, the unit price of land lease for underground construction, and the unit price of land lease for land with water surface in Bac Ninh province. The submissions include: Regulations on the authority to decide on the procurement of goods and services for scientific and technological tasks using state budget funds under local management; Submissions to repeal the Provincial People's Council Resolution on approving the investment policy for the construction project of the Bac Ninh Provincial Innovation Center; the investment project to expand the road from Trung Lac village, Yen Trung commune to the pumping station in Phan Dong village, Tam Da commune, Yen Phong district; and the submission on approving the list of projects requiring land acquisition; and projects requiring land use conversion with rice cultivation land in 2025 in Tu Son city and Bac Ninh city.

After a period of urgent, serious, responsible, and highly unified and consensual work, the Provincial People's Council has approved 10 specialized resolutions. These are important and urgent resolutions, providing the legal basis for the Provincial People's Committee and all levels and sectors to implement requirements and tasks in the coming period.

In his closing remarks at the session, the Chairman of the Provincial People's Council emphasized: To effectively implement the resolutions passed by the Provincial People's Council and in response to the urgent demands of the country's new development phase, local authorities must demonstrate the highest level of determination and decisive action, creating fundamental qualitative changes in the government apparatus to continue streamlining the organization and structure, and improving the effectiveness and efficiency of the entire political system from the provincial to the grassroots level, in accordance with the Central Committee's conclusions. Following the session, the Provincial People's Committee, all levels, sectors, localities, and units are requested to focus on implementing several key tasks.
